Who We Are:

The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $905 million and 2,158 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting. The Opportunity:

We are pursuing qualified candidates to fill an Administrative Manager X, ISD, position in the Energy Management Systems Section. Positions allocable to this class will manage one Section in the Department and report to an Administrative Manager XIII, ISD (Division Manager) or higher.

Essential Job Functions

  • Manages and administers the Clean Transportation and Energy Program (CTEP) within the Energy Management Systems Section, including oversight and development of staff, programs, contracts, grants, budgets, and related construction projects.
  • Ensures program compliance with applicable policies, standards, laws, and environmental and government regulations.
  • Develops and secures funding for energy initiatives, including preparation of project proposals, grant applications, and supporting documentation.
  • Provides strategic oversight of the County's EV program, including planning, deployment, operation, and maintenance of EV charging infrastructure, as well as coordination of contracts, funding, and interdepartmental initiatives.
  • Manages EV program implementation, including vendor coordination, contract administration, and utility integration.
  • Coordinates EV and infrastructure deployment with County departments, including alignment of priorities, site selection, and service level agreements.
  • Acts on behalf of the Division Manager and General Manager, as directed.

Requirements

Requirements to Qualify:

Three (3) years of experience developing or implementing energy, environmental, or sustainability programs, including directing the budget, personnel, fiscal or other administrative functions, for either (1) a large public agency on behalf of constituents, or (2) a large corporate or public agency organization.

Experience must also include at least one of the following: 1) successfully applied for and managed a state, federal, or utility grant in energy efficiency, renewable energy, or clean transportation valued at least $1 million; 2) managed projects in energy efficiency, renewable energy, or clean transportation valued at least $5 million.

License:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class:

2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Special Requirement Information:

  • Programs include any of the following: a) a building energy efficiency program; b) a greenhouse gas quantification and mitigation program; c) green building certification program; d) waste management or reduction program; e) sustainable land-use program; f) renewable energy program; g) clean transportation program; or h) other general sustainability program.

A large public agency on behalf of constituents is defined as work performed in a government or public-sector setting where programs are delivered to the public/residents with having a minimum population of 75,000 constituents.

  • A large corporate or public agency organization is defined as managing programs within an organization itself and having a minimum of 1,000 employees.

Desirable Qualifications:

Additional points will be awarded for applicants who possess the following Desirable Qualifications.

  • A bachelor's degree or higher from an accredited college or university in Environmental Science, Sustainability, Resource Conservation, Environmental Engineering, or closely related field.
  • Demonstrated experience working with the California Energy Commission (CEC), California Air Resources Board (CARB), and Air Quality Management Districts (AQMD).
  • Demonstrated verifiable successful implementation of energy-saving programs and projects.
  • Additional years of experience in an organization responsible for the development and/or implementation of energy, environmental or other sustainability programs.
  • Successfully applied for and managed a state, federal or utility grant in energy efficiency, renewable energy, or clean transportation valued at least $10 million.

Our Assessment Process:

This examination will consist of an evaluation of training and experience based on application information and supplemental questionnaire weighed 100%.

Each candidates background will be evaluated on the basis of information provided on their County of Los Angeles Employment Application and Supplemental Questionnaire that pertains to the areas of the REQUIREMENTS and DESIRABLE QUALIFICATIONS to determine the level and scope of the candidates job preparation for this position.

Applicants must receive a passing score of 70% or higher on the assessment to be added to the list.

Eligibility Information:

Applicants who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months. Applications will be processed as they are received and added to the list accordingly.
