Federal employees (serving on a career/career-conditional appointment or covered under OPMs Interchange Agreement); Reinstatement/Transfer Eligibles, 30% Disabled Vets, VRAs, Schedule A eligibles; Preference eligible veterans or veterans separated from the armed forces under honorable conditions after three or more years of continuous active service.
