Directs all operations of the Department of Job and Family Services, including, but not limited to, Public Assistance, Child and Adult Protective Services, Social Services, Fiscal and Financial requirements, Workforce Development, and other required programs; Provides strategic leadership for the department by establishing goals, developing policies and procedures, and ensuring compliance with applicable federal, state, and local laws, regulations, and County policies; Develops, administers, and monitors the department budget; authorizes expenditures; pursues funding opportunities; and ensures responsible stewardship of public funding and resources; Provides leadership and oversight of department personnel, including, but not limited to, organizational planning, employee development, performance management, succession planning, collective bargaining and personnel; Serves as the departments liaison to the Board of Commissioners, County Administrator, Ohio Department of Job and Family Services, Department of Children and Youth and The Ohio Department of Medicaid and other state and local community partners, elected officials, and other governmental agencies; Evaluates departmental operations, programs, and service delivery; identifies and executes opportunities for improvement; and implements initiatives to increase efficiency, effectiveness, and customer service; Represents the department before public officials, county and community organizations, advisory groups, and the public, providing information regarding department programs, services, and initiatives; Develops and maintains collaborative relationships with county offices, community organizations, service providers, and governmental agencies to improve service coordination and achieve organizational objectives; Ensures the confidentiality and security of protected, sensitive, and confidential information in accordance with applicable laws and regulations; Participates as a member of the County Leadership Team and contributes to Job and Family Services and County-wide strategic initiatives, and strategic and organizational planning; Operates a motor vehicle to travel to meetings, training, conferences, and other work-related locations in accordance with County policy; Maintains professional knowledge through continuing education, conferences, training, and participation in professional organizations; Performs other duties as assigned. Bachelor's degree in Business Management, Human Services, Social Services, Education, Public Administration or related field and preferably postgraduate degree in a related field; combined with a minimum of ten (10) years' administrative/managerial experience to include responsibility in assisting in the development and implementation of policies, programs, laws, rules and / or regulations in Job and Family Services along with a minimum of five (5) years effectively managing and leading subordinate personnel.
