The successful candidate has applied extensive knowledge of federal budget formulation, execution, appropriations law, fiscal management, and financial regulations to direct and oversee organizational budgeting and fiscal oversight activities, including: 1) leading development, execution, and evaluation of annual budget estimates, financial plans, and budget submissions; 2) coordinating and validating funding requirements, cost projections, workload data, and financial analyses to ensure alignment with organizational priorities, strategic goals, appropriations, and fiscal policy; 3)managing appropriated funds by tracking expenditures, obligations, reimbursements, and balances while implementing internal controls, compliance measures, and anti-deficiency safeguards; and 4) conducting program reviews, budget analyses, and performance evaluations to identify trends, resolve discrepancies, address audit findings, and support executive decision-making and mission objectives. In preparing and justifying the plan, the Budget Officer is responsible for developing and/or editing justification statements for requested multi-year and no-year appropriations; briefing agency officials on testimony to be given before the appropriations committees; providing expert advice to Library officials on budgetary policy; and presenting and justifying the budget plan to staff of congressional appropriations committees.
