The referenced pay range represents the minimum and maximum compensation for this job. The Lead Contracting Compliance Officer will be responsible for developing, implementing, and monitoring compliance programs that meet all applicable legal, regulatory, and contractual obligations, while also advising senior leadership on compliance risks, audits, and legal concerns related to contracts.
Essential Functions: Independently manage and administer the most complex, high-value government contracts (typically $50M+ per contract) including Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Award-Fee (CPAF), Cost-Plus-Incentive-Fee (CPIF), Firm-Fixed-Price (FFP), Time & Materials (T&M), and hybrid contract types. The successful candidate will serve as a subject matter expert and senior advisor on complex contractual matters, lead high-stakes negotiations, and provide strategic guidance to program leadership while working independently on the most challenging contracts assignments.
The Counseling and Runaway and Homeless Youth (RHY) Department provides a continuum of essential services to the most vulnerable youth in our community, including prevention counseling, two crisis nurseries, an emergency shelter, permanent and transitional housing, a food and clothing pantry, street outreach, and support for minor victims of commercial sexual exploitation. The RHY Prevention Counseling Program Manager is responsible for the management and supervision of the RHY Prevention Counselors, including Community Counselors, Triage Counselors, Youth & Family Counselors, and Safe Harbour Advocates.
