Location: Harrisburg, PA
Work Arrangement: Hybrid - Approx. 40% Onsite / 60% Remote
Schedule: 8 hrs/day, 5 days/wk, 40 hrs/wk
Interview: Virtual
Contract: 06/01/2026 - 12/31/2026. Historically, these roles are extended for an additional year.

Role Overview
Highly skilled Business Analyst to support current IT system development and maintenance while transitioning to a new statewide Child Welfare Case Management System (CW CM) in alignment with the Office of Children, Youth and Families (OCYF). This role supports OCYF IT systems, user requirements, UAT activities, data quality initiatives, and stakeholder coordination efforts.

Primary Responsibilities

  • Plan, organize, prioritize, and manage multiple initiatives across the OCYF project team
  • Manage system defects and change requests related to assigned components
  • Review user requirements/user stories and functional specifications
  • Support user acceptance testing, deployment, and problem resolution activities
  • Track project schedules, scope, and issues
  • Build and maintain relationships with stakeholders and customer representatives
  • Support business operations and end users for OCYF and Client software applications
  • Conduct meetings and follow-up sessions with stakeholders
  • Use Microsoft Office products, TFS, Azure, MTM, and Service Now
  • Lead/facilitate meetings and presentations as assigned
  • Travel as needed

Required Technical Skills

  • Experience in developing business, functional and user requirements for IT systems.
  • Knowledge of business analysis process, principles, practices, and techniques.
  • Excellent written and verbal communication skills.
  • Must be fluent in English and be able to be clearly understood over the phone.

Preferred Qualifications

  • Experience performing similar work in the Child Welfare or other Human Services Field.
  • IIBA certification.
