PM21 POSITION REQUIREMENTS: The successful candidate will demonstrate the following: an extensive knowledge of the Office of Management and Budget Uniform Guidance, as well as the principles and practices of accounting and budgeting, including Generally Accepted Accounting Principles (GAAP); a thorough understanding of general laws and administrative policies governing municipal financial practices and procedures; a knowledge of effective communication principles and practices, both orally and in writing; the ability to prepare and present complex, detailed fiscal reports of a budgetary or financial nature to the Board of Delegates, governing bodies, and state and federal agencies; the ability to supervise the development and implementation of accounting systems and procedures, and to prepare and interpret financial reports; skills in planning, organizing, and directing the work of subordinate employees in specialized areas such as accounting, payroll administration, statistical reporting, tax assessment and collection, and investments; the ability to foster teamwork and maintain harmonious working relationships within the Finance Department, with department heads, Regional Council staff, member governments, governmental officials, and the public; and consistent exercise of sound professional and administrative judgment. Position requires graduation from an accredited four-year institution with a bachelor’s degree in accounting, business finance, public administration or related field and career level experience in finance administration including significant supervisory experience of finance professionals.
