I. Job Summary
Performs highly advanced and managerial legal work for the Board of Pardons and Paroles (BPP). Work involves directing and planning the agency's legal activities; interpreting laws, regulations, and rules; preparing legal documents; rendering legal advice and counsel; consulting with attorneys; preparing cases for hearings or trial; advising on the drafting and negotiation of contracts; drafting bills for legislative consideration; and supervising the work of others. Works under minimal supervision of the Chairman of the Board with extensive latitude for the use of initiative and independent judgment.
II. Essential Functions
A. Directs and plans the activities of legal staff within the Board of Pardons and Paroles; oversees and reviews laws, rules, and regulations affecting agency operations and administration; advises on the interpretation, application, and enforcement of agency laws and regulations; provides legislative consultation and guidance; assists in the development, review, and revision of legislation and provides analyses regarding legislative impact; and participates in the legal strategic planning process.
B. Provides legal advice on policy decision making; provides legislative consultation, guidance, and analysis; provides guidance on the interpretation, application, and enforcement of agency laws and regulations; and oversees the drafting of legal documents submitted to the board.
C. Plans, organizes, and directs development of all activities relating to litigation to include preparing legal opinions, briefs, and recommendations; develops, implements, and evaluates litigation goals, objectives, and operational procedures; and provides a legal review of all policies, directives, and manuals and makes recommendations for revisions.
D. Conducts a legal review of all legal documents required to be signed by the Chairman of the Board of Pardons and Paroles; and represents the Board of Pardons and Paroles at business meetings, hearings, legislative sessions, conferences, and seminars and on boards, panels, and committees as directed by the Chairman.
E. Supervises the work of others; and provides training to hearing officers and hearing analysts annually and Board Members and Parole Commissioners as required or needed.

III. Minimum Qualifications
A. Education, Experience, and Training
Graduation from a law school accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) with a Bachelor of Law (LL.B) or Juris Doctor (J.D.) degree.
Ten years full-time, wage-earning legal experience.
Five years full-time, wage-earning experience as a licensed attorney.
Four years full-time, wage-earning experience in the supervision of employees.
Experience as a legal counsel in a governmental agency preferred.
Must maintain a current active license to practice law in the State of Texas during employment with the BPP through the State Bar of Texas or other appropriate Texas licensing authority.
B. Knowledge and Skills
Knowledge of local, state, and federal laws and regulations affecting the BPP.
Knowledge of the principles and practices of public administration and management related to legal services.
Knowledge of state government and the functions of non-Board elements of the criminal justice system.
Skill to analyze and solve legal problems and interpret laws and regulations affecting the BPP.
Skill to review and evaluate the impact of procedures, statutes, rules, regulations, policies, judgments, legislation, and litigation on the BPP.
Skill to review technical data and analyze and communicate the legal impact.
Skill to direct and organize a legal services program.
Skill to prepare legal documents.
Skill to interpret and apply rules, regulations, policies, and procedures.
Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
Skill to communicate ideas and instructions clearly and concisely.
Skill in administrative problem-solving techniques.
Skill in public address.
Skill to train and supervise the work of others.
IV. Additional Requirements with or without Reasonable Accommodation
A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
B. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
