About Us
The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the states advocacy programs that provide assistance and services to diverse segments of the states population that have been traditionally underserved.
Description of Work
Key Responsibilities:
• Schedule and provide administrative support for anti-human trafficking training programs for W&Y grantees and subgrantees and related meetings; assemble related information and documents; draft meeting notes or minutes as requested. • Assist the Program Coordinator in the provision of technical assistance to grantees and subgrantees. • Support the Program Coordinator in editing and publishing human trafficking resources, such as flyers, brochures, and toolkits, and in developing and maintaining a directory of available human trafficking services and resources throughout the state. • Assist the Program Coordinator in collecting data from W&Y grantee/subgrantee reports and in cleaning, managing, and presenting data about human trafficking survivors and services. • Support the Program Coordinator in planning and executing special anti-human trafficking initiatives. • Maintain program calendar with recurring deadlines and events. • Make travel arrangements and complete reimbursement forms for the Program Coordinator on an as needed basis. • Answer questions via telephone and email. • Maintain program records and files in keeping with state records retention policy. • Perform other duties as assigned by the W&Y Director and/or Anti-Human Trafficking Program Coordinator, including but not limited to activities that assist the division with the management of state and federal grants.

The North Carolina Department of Administration (NCDOA), Division for Women and Youth (W&Y), is seeking a motivated, enthusiastic, and skilled Administrative Specialist to support a new Anti-Human Trafficking Program. This position will be responsible for administrative and office/procedural work supporting the Anti-Human Trafficking Program Coordinator, including coordinating daily office routines based on priorities established by W&Y leadership and the Program Coordinator. Work involves providing and coordinating the provision of a full range of support activities necessary for the effective management of the program.
Division/ Department Overview
The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state's population that have traditionally been underserved. The agency's mission directs departmental efforts to:
• Acquire, develop and maintain properties and facilities • Create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies • Provide excellent operational services to state employees • Achieve fair and equitable opportunities and representation for various segments of the population that have special needs • Provide administrative support to independent state government agencies
W&Y advises the Governor, the General Assembly, and other State departments on issues affecting women in North Carolina and seeks to improve the state's response to domestic violence, family violence, dating violence, sexual violence, and human trafficking. The division administers federal and state appropriated grant funding and receipts, approves the Domestic Violence Intervention Programs that are ordered by the court system, and provides staff support to multiple boards and commissions, including the Council for Women and the Domestic Violence Commission. W&Y also administers youth involvement programs to foster leadership opportunities for youth, as well as the State Internship Program and State Youth Councils.
Knowledge, Skills and Abilities / Competencies
Thorough knowledge of office management practices, techniques, and technology. Ability to utilize office equipment and other relevant technology (software and systems) to meet program needs. Ability to compile, assimilate and organize both printed and electronic information, and skills in general records management. Demonstrated proficiency with the Office 365 suite and Cloud-based technologies, including Word, Excel, PowerPoint, Outlook, SharePoint, Teams, and MS Forms.

• Familiarity with domestic violence, sexual assault, and/or human trafficking services. • Strong attention to detail and ability to maintain accurate records. • Strong interpersonal/human relations skills and ability to work collaboratively with stakeholders in various disciplines. • Ability to identify and understand issues, problems, and opportunities; and to use effective approaches for choosing a course of action or developing appropriate solutions. • Ability to clearly convey information and ideas through a variety of media to individuals or groups. • Ability to present ideas clearly and effectively in written form; to adjust language or terminology to meet the needs of the audience; and to use correct grammar, organization, and structure.
NECESSARY REQUIREMENTS:
• Valid NC Drivers License.
