Bowhead seeks a Program Manager to join our team in supporting the V-Department Operations Analysis Support(VOPS) contract.
This contract will provide configuration management (CM), logistics, mechanical and electrical engineering technician services, field service support, project management, drafting and design, technical writing, and acquisition services to the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Unmanned & Expeditionary Weapon Systems (H40) Division and Intelligent Automation (H60) Division. - Associates (or higher) in business or related degree AND five (3) years professional experience which includes two (2) years specialized experience in analyzing and evaluating the effectiveness of program operations in meeting established goals, requirements, and objectives.

The ideal candidate has deep experience with DoD acquisition processes, network architecture initiatives, cybersecurity compliance, and managing cross-functional technical teams in highly regulated environments. Active Secret clearance or higher is required.
Responsibilities: - Lead and manage large-scale DoD network programs from initiation through closeout.
Familiarity with Mechanical, Electrical, and Plumbing (MEP) systems such as; electrical power distribution, high pressure air generation and storage, compressors, boilers, steam generation, industrial heaters (electrical, natural gas, methane, hydrogen, or other), instrumentation and control systems for industrial processes, buildings for industrial use, water cooling for industrial equipment (pumps, heat exchangers, etc.), hydraulic systems, gas process handling equipment (valves, piping, regulators, instrumentation), reliability and availability best practices, operations and maintenance. Leading the project team to collect, track, analyze, review, transform, disseminate, visualize, configuration manage, and control proposals, briefings, Engineering Change Proposals (ECPs), contract deliverables, contract data, baselines, and technical documents such as the Systems Engineering Management Plan (SEMP), Contract Work Breakdown Structure (CWBS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Test and Evaluation Master Plan (TEMP) / commissioning plan, Life Cycle Sustainment Plan (LCSP), Program Protection Plan (PPP), and others.
