Supervises and directs all real property acquisition, negotiation, leasing, sale, disposal, and management activities to ensure fair and compliant transactions; Leads complex and sensitive negotiations, including preparation and review of legal documents and property descriptions; Oversees property acquisition and relocation processes, including eligibility determinations, compensation calculations, and disbursement of payments; Provides technical expertise and advisory services on real property matters, ensuring compliance with County, state, and federal regulations; Supervises staff and consultants, including work assignment, performance evaluation, training, and contract compliance oversight; Manages County property assets, including leasing, rentals, security, and ongoing property management strategies; Directs review and analysis of engineering plans, subdivision plats, and development proposals to ensure accurate property acquisition requirements; Develops and implements procedures, policies, budgets, and short- and long-range plans for real property operations; Oversees records management, reporting, and confidentiality for all property acquisition, relocation, and management activities; Represents the County in resolving public concerns, recommending settlements or condemnations, and providing expert testimony when required. Minimum Qualifications: Bachelor's degree from an accredited college or university with a major in business or public administration, real estate, planning, urban planning or civil engineering AND three years of experience conducting the sale or transfer of real property, relocation of persons and businesses displaced by government projects or programs, or the management of real property and property rights.
