The following twelve (12) public members: An individual with expertise in the educational, training, and development needs of youth, particularly disadvantaged youth; An individual with experience in promoting the involvement of older adults in service and volunteerism; A representative of community-based agencies or community-based organizations within the District; A representative of local labor organizations in the District; A representative of business entities in the District; An individual between the ages of 16 and 25 who is a participant in a service program for school-age youth, or of a campus-based or national service program; An individual between the ages of 16 and 25 who is a supervisor in a service program for school-age youth, or of a campus-based or national service program; A representative of a national service program; A representative of the volunteer sector; A representative from a private institution of higher education in the District of Columbia; An individual with expertise in the delivery of human, educational, environmental, or public safety services to communities and persons; and. The purpose of the Commission is as follows: To encourage community service and volunteer participation as a means of community and state problem-solving; to promote and support voluntary citizen involvement in government and private programs throughout the District of Columbia; To develop a comprehensive vision and strategic plan for community service initiatives in the District of Columbia; and .
