Develops, implements, and administers the City's human resources plans, policies, procedures, and programs; prepare and administer the Human Resources and Risk Management budgets, monitor and authorize expenditures, establishes departmental goals, objectives, and priorities. Counsel with employees at all levels within the organization related to working conditions, performance, and employee complaints, grievances and other issues; conduct investigations related to complaints received by employees, customers, as well as other employment related issue.
