Thorough knowledge of the laws and legal procedures relating to the emergency mental health system including the individual management guidelines for Virginia and the laws and legal procedures relating to involuntary hospital admission, custody and detention orders; thorough knowledge of the principles, practices and techniques involved in the diagnosis, risk assessment and general treatment of the substance abusive, mentally and/or emotionally disabled population including individual and family therapy and counseling techniques and practices, crisis intervention and stabilization principles and practices; thorough knowledge of community resources and hospitalization options throughout the State; thorough knowledge of the medical procedures, treatment providers and other agencies in service to the individual population. Ability to prepare and maintain detailed records and prepare related reports ability to communicate effectively, orally and in writing; ability to plan the work of, train, and supervise clinical professionals; ability to operate a vehicle; ability to conduct effective interviews, observe, assess and record individual behaviors and functioning and develop treatment and service plans; ability to confidently provide expert testimony in both oral and written formats.
