Sigmatech is seeking a highly motivated Strategic Communications Specialist to support the Office of the Deputy Chief of Space Operations for Personnel (SF/S1). S1 has overall responsibility for Headquarter Space Force (HQSF) is responsible for executive leadership and managerial direction for the Space Force in all functional areas of personnel management to include force structure analysis; personnel programs; civilian personnel; readiness; senior officer matters; quality force issues; equal opportunity; and family support for military and civilian personnel located at 175 locations worldwide in support of the services space launch, space surveillance, missile warning, and satellite command and control operations.
The S1 is the requisite authority to reach across space professional career fields, coordinate leader development requirements and prioritize warfighting depth and expertise. The S1, in response to the congressionally mandated Space Force Personnel Management Act (SFPMA). S1 is specifically responsible for the planning, implementation, and execution of SFPMA. The S1 is charged with identifying and executing all SFPMA requirements and tracking information; developing and executing the SFPMA process of all Guardians; implementing and managing military and civilian career requirements; and defining career force management guidance, plans and programs. The S1 will track and provide recommendations to the Space Professional Cross Functional Managers on Key Developmental Positions (KDPs) and Key Leadership Development Positions (KLDPs) effected by SFPMA for all USSF professionals. The S1 tracks metrics on key force management indicators (e.g. promotions, developmental education selection, retention, etc.) and consolidates senior leader recommendations focused on Guardian career fields health and sustainment. The S1 partners with the Air Force Personnel Center (AFPC) and works to increase human resource overall value of the Guardian experience. S1 also works with Higher Headquarters organizations to continuously monitor and deliver human resource outcomes across the USSF. The S1 will provide a critical integrating function through the SFPMA and be responsive, ensuring the current state of professional developmental for all USSF Guardians. The contractor shall provide professional and technical support for the S1 in the areas of planning, policy, strategy, research, analysis, database management and office administration.
The contractor will assist the government in the development and integration of strategic narratives necessary to communicate and advocate the USSF resource allocation plan, program objective memorandum, strategies, concepts, requirements, and partnering to internal and external stakeholders. They will; communicate effectively and interface with stakeholders to influence their plans and approaches and synchronize efforts to achieve unity of effort and alignment; develops strategic resourcing narratives; generate an outreach strategy for stakeholder engagements; assist in advising the Chief of Personnel on congressional liaison and engagement.
