    Celestar, a B&A Company, is currently seeking candidates for a Senior Program Analyst who will perform duties in support of the U.S. Army National Guard Bureau in Arlington, VA

    CLEARANCE REQUIREMENT: Active Top-Secret Level Clearance

    RESPONSIBILITIES

    • Lead the planning, execution, and evaluation of complex organizational initiatives, acting as a high-level expert in data-driven decision-making.
    • Analyze performance metrics, mitigate risks, budget processing and oversight, and develop policies to improve efficiency.
    • Mentor and advise staff, interfacing senior leadership, delivering executive-level briefings;

    analyze performance data, conducting risk assessments, and managing schedules and budgets; create, refine, and recommend policy, procedures, and best practices. Provide reports, briefings, and other written products to senior leadership and government counterpart clients.

    REQUIREMENTS

    • Bachelor''''s degree in public administration, business, social science, or a related field.
    • Fifteen (15) years of Federal, State, or private sector work experience focused on policy, administration, program management, and/or compliance.
    • Excellent written and verbal communication skills to prepare reports and present findings.
    • Strong ability to interpret complex data, identify trends, and conduct research.
    • Ability to evaluate situations and provide/create effective solutions.
    • Strong ability to work independently, troubleshoot under pressure, and act as a liaison between DoD, state, and local agencies.
    • Proficient with Microsoft Suite and ETMS2.
    • National Guard Experience preferred.
    • U.S. Citizen
