Minimum Qualifications

Bachelors degree. Three years of professional experience to include assisting in developing, monitoring, or reviewing budgets or performing related fiscal or management analyses is required. A Masters degree may substitute for one year of the required experience.

Recruitment Notes

This position is responsible for providing senior-level oversight and administration of the Countywide Infrastructure Investment Program (CIIP). This position will ensure program integrity, financial compliance, strategic alignment, and continuous improvement of CIIP processes and reporting. Key responsibilities include but are not limited to:

  • Providing strategic oversight, monitoring, and direction of the CIIP, including the ongoing development and refinement of program structure, internal controls, and operational processes
  • Reviewing, analyzing, and monitoring annual capital budgets; tracking capital project expenditures; and conducting financial forecasting, and variance analysis
  • Preparing comprehensive financial and analytical reports to support executive leadership decision-making and provide actionable recommendations
  • Developing legislative items and preparing supporting agenda materials, briefing notes, and related documentation
  • Supporting the Building Better Communities General Obligation Bond (BBC GOB) Program, including oversight of Economic Development Fund allocations, contract negotiations and execution, and post-execution compliance monitoring
  • Providing analytical and compliance support for the Overtown Trust Fund allocations, including grant agreement execution, expenditure reconciliations, and ongoing reporting
  • Collaborate with County departments, senior leadership, elected officials, non-profit and public organizations
  • Independently manage complex financial and capital programs
