The Senior Business Analyst will support the modernization of a critical enterprise application by gathering and documenting requirements, identifying opportunities for system and process improvements, and ensuring existing functionality is successfully transitioned to the modernized solution. This role will collaborate with business stakeholders and technical teams throughout planning, development, and testing to ensure the solution meets business needs, regulatory requirements, and quality standards.
Document existing application requirements and verify that all essential functionality is accounted for in the modernization effort.
Prioritize requirements and establish traceability to applicable legislative and policy requirements.
Collaborate with business stakeholders to identify opportunities for system enhancements and process improvements.
Recommend new features and functionality that deliver measurable business value.
Partner with the Product Manager to translate business requirements into clear user stories and define acceptance criteria.
Assist in evaluating technical approaches, including platform, architecture, and integration considerations.
Clarify business requirements for technical delivery teams to ensure a shared understanding of expected functionality.
Support change management, user adoption, and training activities related to the modernized solution.
Verify alignment with applicable security, accessibility, data privacy, and compliance standards.
Identify project risks, dependencies, and impediments, and communicate recommendations to address them.
Provide regular status updates and recommendations to IT leadership and business stakeholders.
7 years of Business Analyst experience, including at least 3 years in a Senior Analyst role.
Demonstrated experience analyzing legacy applications or leading requirements gathering for digital transformation initiatives.
Strong experience gathering requirements and translating them into clearly understood user stories.
Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar platforms.
Experience testing large-scale projects.
Experience leading and coordinating User Acceptance Testing (UAT).
Excellent written and verbal communication skills, with the ability to communicate effectively with technical and non-technical audiences.
Strong organizational and prioritization skills, with the ability to manage competing demands.
Experience analyzing enterprise application modernization initiatives, such as migrating from legacy platforms or transitioning to modern architectures.
Experience with process improvement and business process reengineering.
Knowledge of accessibility standards, including WCAG 2.1, and public-sector compliance requirements.
Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
