Hybrid Work: Candidates are expected to be in the office in PA 2 days a week
(Offices available state-wide) with one of those days being Wednesday. 3 days can be worked from home/remote

Position Summary

The Client is seeking an experienced Senior Business Analyst to support requirements gathering, solution design, and testing for the modernization of the Commission's CAI application, which is critical to resolving public complaints involving utility companies.
The role will work closely with business subject matter experts to identify and recommend system improvements while preserving existing key functionality and ensuring its successful migration to the modernized solution. The ideal candidate will have strong process improvement, requirements documentation, and testing experience, along with the ability to work independently and collaboratively with the Product Manager, Data Modeler, Developers, Product Owner, and other stakeholders.

Key Responsibilities

• Document existing CAI application requirements and verify that all key functionality is accounted for in the modernization effort.
• Prioritize requirements and link them to applicable legislative and policy requirements.
• Collaborate with business units to identify opportunities for process improvement and recommend system enhancements.
• Propose new features that deliver business value.
• Work with the Product Manager to translate business requirements into clear user stories and define acceptance criteria.
• Assist in evaluating technical approaches, including platform, architecture, and integration decisions, as needed.
• Support the Product Manager in ensuring business requirements are clearly understood by the technical delivery team.
• Support change management, user adoption, and training activities related to the modernized solution.
• Ensure alignment with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.
• Identify project risks, dependencies, and impediments.
• Provide regular status updates and recommendations to IT leadership and business sponsors.

Required skills:

• Business Analyst of which at least three are in a Sr. Analyst role.
• Demonstrated experience analyzing legacy applications or leading digital transformation requirement gathering.
• Strong experience gathering requirements and translating them into clearly understood user stories.
• Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar).
• Experience with the testing of large projects.
• Experience leading and coordinating UAT.
• Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and nontechnical audiences.
• Strong organizational and prioritization skills with the ability to manage competing demands.
• Experience with analysis as it relates to enterprise application modernization (e.g., migrating from legacy platforms, moving to modern architecture).
• Experience with process improvement and business process reengineering.
• Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements
• Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
