Senior Business Analyst

Diversified Systems is searching for a Senior Business Analyst to support the modernization of the CAI application. The CAI application is critically important for resolving complaints from the public with utility companies, and a three-year modernization effort is beginning to support the planning and delivery of this initiative.
This role will work closely with business unit subject matter experts to identify and recommend system improvements while ensuring existing key functionality is retained and successfully migrated to the new solution. The ideal candidate will possess strong process improvement experience, excellent requirements gathering skills, and a proven background in large-scale application modernization projects. This individual will collaborate with Product Managers, Product Owners, Data Modelers, Developers, and business stakeholders while also supporting testing efforts to validate system changes.
Responsibilities:
- Document the existing requirements of the CAI application and verify all key functionality is accounted for.
- Prioritize requirements and link them to legislative and policy requirements where applicable.
- Work with various business units and make recommendations for system improvements.
- Propose new features that bring business value to the system.
- Work directly with the Product Manager in the translation of business requirements into clear user stories and define acceptance criteria.
- Assist in analyzing technical approaches, including potential platform, architecture, and integration decisions as needed.
- Work with the Product Manager to help ensure business requirements are clearly understood by the technical delivery team.
- Support change management, user adoption, and training efforts related to the modernized solution.
- Ensure the product aligns with standards for security, accessibility (WCAG), data privacy, and compliance.
- Help identify risks, dependencies, and impediments.
- Provide regular status updates and recommendations to IT leadership and business sponsors.
- Support testing activities and validate functionality to ensure changes meet business requirements.
Requirements:
- 7 years of Business Analyst experience, with at least 3 years in a Senior Business Analyst role required.
- Demonstrated experience analyzing legacy applications or leading digital transformation requirements gathering required.
- Strong experience gathering requirements and translating them into clearly understood user stories required.
- Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar platforms required.
- Experience testing large projects required.
- Experience leading and coordinating User Acceptance Testing (UAT) required.
- Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences required.
- Strong organizational and prioritization skills with the ability to manage competing demands required.
Highly Desired Skills:
- Experience with analysis related to enterprise application modernization, including migrating from legacy platforms and moving to modern architectures highly desired.
- Experience with process improvement and business process reengineering highly desired.
- Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements highly desired.
- Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations highly desired.
- YAFOS Certification highly desired.
