Senior Business Analyst - Application Modernization

Location: Harrisburg, PA
Work Arrangement: Hybrid - 40% Onsite / 60% Remote; 2 onsite days per week in a PA office, including Wednesday.

Role Overview

The Pennsylvania Public Utility Commission is seeking an experienced Senior Business Analyst to support modernization of the Commission's CAI application, which is used to resolve complaints from the public involving utility companies. The role will support the planning and delivery of a broader modernization effort while helping retain key existing functionality and identify opportunities for improvement.

The position requires an individual who can work effectively with a team and independently, clearly document recommendations, and communicate in detail with stakeholders including the Product Manager, Data Modeler, Developers, and Product Owner.

Primary Responsibilities

• Document the existing requirements of the CAI application and verify that all key functionality is accounted for.
• Prioritize requirements and link them to legislative and policy requirements where applicable.
• Work with the various business units and make recommendations for system improvements.
• Propose new features that bring business value to the system.
• Work directly with the Product Manager to translate business requirements into clear user stories and define acceptance criteria.
• Assist in analyzing technical approaches, including potential platform, architecture, and integration decisions, as needed.
• Work with the Product Manager as needed to help ensure business requirements are clearly understood by the technical delivery team.
• Support change management, user adoption, and training efforts related to the modernized solution as needed.
• Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.
• Help identify risks, dependencies, and impediments.
• Provide regular status updates and recommendations to IT leadership and business sponsors.

Required Technical Skills

• Expert-level Business Analyst capability with prior Sr. Analyst-level responsibility.
• Advanced experience analyzing legacy applications or leading digital transformation requirement gathering.
• Advanced experience gathering requirements and translating them into clearly understood user stories.
• Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar.
• Advanced experience with the testing of large projects.
• Advanced capability leading and coordinating UAT.
• Advanced written and verbal communication skills, including effective communication with technical and non-technical audiences.
• Strong organizational and prioritization skills with the ability to manage competing demands.

Preferred Qualifications

• Advanced experience with analysis related to enterprise application modernization, including migration from legacy platforms and movement toward modern architecture.
• Advanced process improvement and business process reengineering capability.
• Knowledge of accessibility standards, including WCAG 2.1, and public-sector compliance requirements.
• Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
