Description of Job

The Division of State Property (DSP) serves as the central hub for State property oversight. We guide the full lifecycle of State assets, from acquisition and construction to management and disposal. By leveraging the combined expertise of the Division of Capital Assets (DCA), the Office of the State Architect (OSA), and the Public-Private Partnership Collaboration Unit (P3), we ensure maximum strategic and operational efficiency. This position reports to the Office of the State Architect.

The Manager of Real Estate Programs is responsible for providing Statewide Authority including reviewing and approving all 400+ private landlord leases and 125+ interagency leases statewide. They procure and serve as the primary point of contact for the Real Estate Services Consultant ("Broker"). By utilizing technical real estate experience, this position develops/implements State templates that allow all State Agencies and Institutions of Higher Education to contract their real estate needs including leases, licenses, easements and purchase/sale agreements.

A summary of the duties and responsibilities will include, but are not limited to, the following:

Statewide Authority

  • Serves as statewide authority and subject matter expert for all real estate transactions for State Agencies and Institutions of Higher Education.

  • In addition to being a subject matter expert, SB15-270 gave Real Estate Programs the authority to prescribe uniform standards for office space pursuant to section 24-30-1303 (1) (h), and to approve any acquisition or utilization of real property that requires expenditures of state or federal funds, regardless of whether the acquisition is by lease, lease-purchase, purchase, gift or otherwise. Assist and work with the P3 Collaboration Unit.

Manage State Broker Contract

  • The Manager of Real Estate Programs procures and serves as the main point of contact for the State's Real Estate Services Consultant.

  • This position must evaluate the consultant's performance, review broker's financial analysis of each lease or purchase proposal.

  • Work with State Consultant to clearly determine long and short range strategic planning with regard to real estate asset management.

Review, Negotiate and Execute Real Estate Documents as Central Approver

  • The Manager of Real Estate Programs acting as a central approver for all real property transactions, needs to be aware of all lease, license, purchase, disposition and easement agreements that State Agencies or Institutions of Higher Education are entering into.

  • In doing so this position must also make sure that any compensation negotiated is fair and reasonable and the document conveying the real property interest is in compliance with applicable statutory and regulatory requirements.

Create Statewide Real Estate Standard Contract & Procedural Documents

  • Creating and updating real estate standard contracts such as the State lease form (Gross, Base Year & NNN), purchase / sale agreements, easement agreements, estoppel and subordination non disturbance attornment agreements.

  • The Manager of Real Estate programs must take input from multiple stakeholders in order to create robust templates that incorporate the State's fiscal rules and regulations of the Colorado Revised Statutes.

  • With the creation of standard contacts by this position it saves State time and effort for all Agencies and Institutions of Higher Education.

Develop Policies, Strategic Plans and Overall Asset Management Strategy and Perform

  • The Manager of Real Estate Programs develops and maintains policies regarding; centralized policy/procedures manual, removal of property tax from State leased space (CRS 39-3-124) and guidelines for underutilized assets (CRS 24-30-1303.5 (3.5)).

  • This position educates stakeholders, provides technical advice, analysis and recommendations to State contacts on the fiscal rules, approval processes and policies / procedures so they can efficiently maximize their real estate portfolio.

  • In addition, this position works with the State Broker and the State Architect to develop strategic plans with regard to asset management for Agencies and Institutions of Higher Education.

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State Service related to the work assigned to the position.
