    Job Summary

    The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. Charged with protecting child victims and those at risk of abuse and neglect, CFSA fosters collaborations within its administrations and network of government agencies and community-based providers to deliver exceptional family-focused services to the community and its residents.

    This position is located at the Child and Family Services Agency (CFSA), Office of Thriving Families (OTF) Community Partnerships Administration (CPA). The primary purpose of this position is to provide full administrative and technical support to OTF Prevention Portfolios and programs and is responsible for improving the various policies and operational procedures, while evaluating and improving the efficiency and productivity of programs and underlying activities and initiatives.

    Duties and Responsibilities

    • Provides Gold Standard Customer Service to grantee/contractor and/or provider.

    • Plans, develops and conducts program analyses of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness and quality in achieving planned goals and objectives.

    • Analyzes extracts, summarizes, and identifies significant trends and issues related to the programs; provides recommendations as appropriate, and tracks issues through to resolution. Communicates information to management for effective assessments of program operations and milestones.

    • Evaluates the impact of data on program operations and management, including systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Ensures that reports are developed to provide needed data for usage by the management team as well as other key Administration specialists.

    • Maintains and/or monitors grantee performance. Reports all findings to the supervisor and/or designee to develop the appropriate action plan. Provides real time active grant/contract management and Continuous Quality Improvement (CQI).

    • Provides critical and timely information to the management on various functions of prescribed prevention portfolio and/or program. Assists the management team or officers and staff in the preparation of responses.

    • Coordinates and supports community and outreach activities (e.g., meeting logistics including venues, agendas, promotional materials, outreach, and follow-up).

    • Conducts and schedules site visits with grantees on a re-occurring basis and/or as needed.

    • Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., for top level presentations and briefings.

    • Establishes relationships with other government agencies as appropriate.

    • Analyzes current grant expenditures and evaluates each grant for efficiency, reasonableness, and compliance.

    • Assists in the development of grants and sub‐grant contracts, and develops grant program evaluation plans, processes, and methodologies.

    • Maintains records of current grants and ensures all records are supported by appropriate documentation and that all departmental requirements for reporting are met.

    • Performs other related duties as assigned.

    Qualifications

    • Comprehensive knowledge and understanding of community-based programs sufficient to analyze and evaluate program effectiveness as it relates to the administration of program requirements.

    • Ability to evaluate the impact of data on program operations and management including systems specification, data gathering and analytical techniques, and system evaluation.

    • Skills in analysis of quantitative and qualitative data to identify trends, systematic issues, and capacity strengths.

    • Comprehensive knowledge of information systems utilized for data collection and analysis.

    • Sound oral and writing communication skills to communicate information to management for effective assessment of program operations, draft clear and concise reports and recommendations, as appropriate, and track issues through to resolution.

    • Ability to work in professional environment and interact with multiple stakeholders, internal and external to CFSA. Effective organizational skills; ability to deal with and develop effective professional relationships,

    • Knowledge of pertinent agency resources, public and private agencies, and/or resources and legal policies and procedures which affect children and families.

    • Comprehensive knowledge of and skill in applying analytical and evaluative methods and techniques to identify and resolve significant issues and problems, and submit reports and recommendations.

    • Proficient in Microsoft Office Suite.

    Education/Experience

    Bachelor''s Degree with concentration in qualitative and quantitative analysis is highly preferred.

    Must possess at least one (1) year of specialized experience equivalent to the grade 11 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but are not limited to, providing technical guidance and advice based on analysis of both qualitative and quantitative data or similar duties.

    At least three years of related experience in data gathering and analysis in grant management implementation, community organizing, outreach, engagement, and outreach activities is highly preferred.

    Position Designation: This position is designated as "security" sensitive per DPM Chapters 4 (Suitability).
