Support services to assist OGC attorneys and legal staff with litigation support, legal administrative support, document management, case file organization, document production, scheduling, tracking and related clerical support functions. The Contractor shall provide qualified legal assistant personnel capable of performing administrative, clerical, legal support, records management, document preparation, scheduling, tracking, and customer service duties in support of GSA OGC.
FOIA program support may include the following:
Receive incoming FOIA requests and related communications from the public and other agencies.
Ascertain the nature of FOIA requests.
Route FOIA requests to appropriate OGC staff or GSA program points of contact.
Gather requested records, as directed.
Communicate with requesters to provide status updates or resolve questions, as directed.
Receive, open, time stamp, review, and distribute incoming FOIA requests.
Determine whether incoming FOIA requests should be brought to the immediate attention of a supervisor.
Prepare and assemble requested documents within legally prescribed timeframes.
Review search results to assist in determining whether an adequate search was conducted.
Assist with the preparation of documents, (the final approval and determination remain with the Federal employee).
Assist with identifying potentially applicable FOIA exemptions, subject to Government review.
Prepare redactions, subject to Government review and approval.
Prepare draft FOIA responses.
Review outgoing FOIA correspondence and documents for format, style, attachments, enclosures, and procedural compliance.
Establish and maintain physical and electronic FOIA files.
Cross-reference FOIA files when necessary.
Supplement FOIA files when new material must be added.
Revise FOIA file organization for better arrangement, as directed.
Track the disposition of FOIA requests.
Search for, assemble, and summarize information from authorized sources.
Prepare recurring statistical reports reflecting FOIA workload and other managerial reports.
Safeguard FOIA-related information, documents, and files from loss or unauthorized disclosure.
Properly dispose of sensitive FOIA-related material.
Provide administrative support related to FOIA processing, including printing, photocopying, scanning, shredding, and document assembly.
Prepare FOIA litigation documentation and special or recurring FOIA reports, as directed.
Compose and prepare routine correspondence and non-technical legal documents in accordance with established agency formats.
Produce written documents from handwritten drafts, edited copy, or electronic files created by another staff member.
Create, copy, edit, insert, delete, and move text throughout a document and from one electronic file to another.
Store, retrieve, and print documents requiring complex formats, including charts, special symbols, tables of authorities, and other tables within text.
Ensure documents are in the proper format and that spelling, punctuation, capitalization, pagination, and grammar have been verified.
Consult with the document author to resolve questionable material.
Use Microsoft, Google, Adobe, FOIA online systems, or other Government-designated electronic systems and software.
Perform other FOIA program support duties within the scope of this PWS, as assigned.
The Contractor shall perform other administrative support duties that are within the scope of this PWS and are assigned by authorized Government personnel.
Other duties may include, but are not limited to:
General clerical support.
Internet searches.
Telephone support for other OGC offices.
Assistance with special projects.
Administrative support related to workload tracking, litigation tracking, records, or correspondence.
Support for internal reporting requirements.
Tasks assigned under this section shall not materially change the scope, nature, or type of work required under this PWS.
The Government requires the following skills to ensure that the Contractor personnel can readily provide accurate and timely support for the requirement.
At a minimum, the proposed individual must be knowledgeable in the following software and Internet programs in order to perform duties outlined in Section 4.0:
Microsoft Office Suite
Microsoft Edge/Internet Explorer
Google Suite
Foxit Phantom/Adobe Acrobat DC
PowerPoint
Cisco Jabber
Additionally, the proposed individual must:
Communicate effectively, orally and in writing;
Be detail-oriented and accurate;
Have the ability to handle multiple tasks and prioritize items.
The Government will evaluate the qualifications and experience of proposed Legal Assistant III personnel to determine whether they meet or exceed the requirements identified in the PWS.
At a minimum, proposed Legal Assistant III personnel shall demonstrate three years of federal litigation support experience in their resumes. The Government will evaluate experience with legal administrative support, document management, case file organization, document production, litigation support, court or administrative filing support, and handling sensitive, confidential, privileged, or non-public legal information.
