    Key Responsibilities

    Turnover Coordination

    • Schedule and take part in turnover walkdowns.
    • Develop turnover packages for the accepting organization using the required turnover forms.
    • Work with the accepting organization to compile turnover punch lists, and help classify each item as "A" or "B."
    • Notify the accepting organization when SSCs are ready for turnover.
    • When Operations is the accepting organization, ask the Facility Manager whether a Final Acceptance Inspection is required under Client procedures.
    • Prepare and document all turnover deliverables, including as-built drawings, equipment lists, and operational manuals.
    • Coordinate with contractors, vendors, and internal teams to confirm work is complete, resolve documentation discrepancies, and verify readiness for handover.
    • Keep accurate records for audits, inspections, and future operations.

    Operations Support & Leadership

    • Plan, develop, implement, and administer programmatic, technical, and administrative functions that support operations.
    • Provide guidance, work direction, oversight, and leadership to functional work groups.
    • Provide centralized control of programs or processes that support operations.
    • Explain and communicate programmatic, technical, and process changes to operations personnel.
    • Monitor facility systems and equipment to ensure safe and efficient operation within required limits.
    • Stay aware of scheduled work that could affect facility operations.
    • Identify performance trends and causal factors, and recommend actions that reduce adverse trends and strengthen positive ones.
    • Prepare and review facility work packages and work control processes.
    • Make sure operators understand new and revised procedures, bulletins, and required reading.
    • Train operations personnel on new systems and equipment, and evaluate their performance.
    • Serve in contingency coordinator roles as needed.
    • Give management feedback on work group performance, and represent or relieve the next level of management when needed.
    • Ensure all turnover activities meet nuclear regulatory requirements and safety standards.

    Required Qualifications

    Education & Experience (one of the following):

    • Bachelor's degree in a technical discipline and 10 years of relevant experience, or
    • Associate degree in a technical discipline and 14 years of relevant experience, or
    • High school diploma and 18 years of relevant experience

    Knowledge & Skills:

    • Comprehensive knowledge of the functional area, including the specific facility or location supported.
    • Thorough knowledge of the policies, procedures, DOE orders, and regulatory statutes that apply to the function or facility.
    • Excellent communication and coordination skills for managing cross-functional teams.
    • Ability to work in highly regulated environments with attention to detail and safety.
    • Strong analytical skills to interpret turnover requirements and resolve documentation discrepancies.
    • Ability to make independent decisions on compliance enforcement and corrective action recommendations.
    • Strong verbal and written communication skills for working with project teams, subcontractors, and owner representatives.
    • Ability to work independently with minimal supervision while managing competing priorities.

    Security Clearance:

    • Must be able to obtain and maintain a DOE "Q" security clearance.

    Preferred Qualifications

    • 4-year degree (preferred, not required).
    • Active DOE clearance (L or Q) held within the past two years.
    • Experience with testing, commissioning, and startup of DOE facilities.
    • Strong understanding of nuclear facility operations and regulatory compliance.
    • Experience with turnover documentation and project closeout processes.
    • Proficiency with engineering drawings, manuals, and compliance checklists.
    • 1 to 3 years of experience in industrial construction, completions, turnover, or QA/QC.
    • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and Primavera P6.
    • Fundamental understanding of turnover documentation, commissioning, and quality compliance.

    Physical Requirements

    • Able to move around an active, large-scale construction site on foot every day, including walking, climbing, stooping, and standing.
    • Able to climb stairs and scaffolding, walk on uneven and rough terrain, and enter confined spaces as needed.
    • Able to perform essential job functions safely and consistently, in line with ADA, FMLA, and other federal, state, and local standards.
