Tidewater Community College has served South Hampton Roads - both students and employers - for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 25,000 students in 2024-25. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,399 graduates in 2024-2025, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 33% enrolled at TCC. TCC's institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

As a member of the Human Resources team, this position develops, coordinates, facilitates, and evaluates employee learning and development programs designed to strengthen individual capabilities, leadership effectiveness, employee engagement, and organizational performance.

The position collaborates with Human Resources, College leadership, supervisors, faculty, staff, and other stakeholders to identify organizational development needs and deliver accessible, relevant, and engaging learning opportunities that support employee success and the College's mission.

Essential Duties:

Training Design, Development & Facilitation

  • Design, develop, coordinate, and facilitate in-person, virtual, and hybrid professional development programs.
  • Develop training materials, presentations, facilitator guides, job aids, and online learning resources using adult learning and instructional design principles.
  • Partner with Human Resources subject-matter experts and College stakeholders to develop learning opportunities related to HR policies, performance management, workplace expectations, leadership, and other workforce topics.
  • Research emerging workforce trends, learning technologies, and professional development practices and recommend new learning opportunities.
  • Participate in Human Resources and College-wide projects, committees, and workgroups.
  • Maintain confidentiality and exercise appropriate judgment when handling employee and organizational information.

Employee Development & HR Programs

  • Coordinate leadership and supervisory development programs that strengthen communication, accountability, employee engagement, performance management, and effective people leadership.
  • Coordinate and enhance new employee orientation and onboarding programs.
  • Administer the College's educational assistance process in accordance with applicable policies and procedures.
  • Collaborate with College stakeholders to identify employee development needs and appropriate learning solutions.

Learning Management & Training Administration

  • Administer employee learning programs through the College's Learning Management System and other learning technologies.
  • Coordinate required institutional, Human Resources, and workplace compliance training and monitor completion.
  • Manage training calendars, communications, registrations, attendance, records, evaluations, and program logistics.
  • Maintain accurate training documentation and provide reports related to participation, completion, and compliance.
  • Evaluate training effectiveness through assessments, participant feedback, learning outcomes, completion data, and other appropriate measures.

Minimum Qualifications:

  • Professional experience in employee training, Human Resources, organizational development, professional development, instructional design, education, or a related area.
  • Experience developing, coordinating, or facilitating training or professional development programs.
  • Experience developing training materials, presentations, or other learning resources.
  • Demonstrated ability to communicate and collaborate effectively with individuals from diverse professional and educational backgrounds.

Additional Considerations:

  • Experience working in higher education, community colleges, state government, or another complex public-sector organization.
  • Experience administering a Learning Management System, including COVLC or a comparable system.
  • Experience developing virtual, hybrid, or e-learning programs.
  • Experience coordinating new employee orientation and onboarding.
  • Experience developing or facilitating leadership and supervisory training.
  • Experience using learning, workforce, survey, or evaluation data to measure training effectiveness.
  • Professional certification related to learning and development, instructional design, organizational development, facilitation, or Human Resources.
