    Program Description: 

    The Human Resources Department (HR) function is responsible for managing the full employee lifecycle and supporting organizational success through people-focused strategies. Its primary responsibilities include recruiting and onboarding talent, managing employee relations, administering compensation and benefits, and overseeing training and development programs. HR also ensures compliance with labor laws and internal policies, facilitates performance management, and promotes workplace health, safety, and wellness. Through workforce planning and data analysis, HR aligns human capital with business goals to foster a productive and engaged workforce.

    Job Summary

    Provide strategic direction and leadership in HR functions, ensuring adherence to best practices and regulatory requirements. Oversee HR operations, supervise staff, and drive initiatives that enhance employee engagement and organizational effectiveness. Represent HR in executive meetings and collaborates with senior leaders to align HR strategies with agency goals.

    Essential Duties and Responsibilities

    • Supervise and mentor HR team members, providing guidance and performance management

    • Lead strategic planning and execution of HR initiatives

    • Design, implement, and manage HR functions including recruitment, benefits, training, and compliance

    • Oversee HR administrative functions such as record-keeping, policy development, and audits

    • Ensure compliance with federal, state, and local employment laws and HR best practices

    • Conduct regular audits and reviews to mitigate risk and maintain regulatory compliance

    • Manage special projects and system implementations to enhance HR operations

    • Utilize advanced data reporting and analysis to support decision-making

    • Collaborate with senior leadership to align HR strategies with organizational goals

    • Represent HR in executive-level meetings and cross-functional initiatives

    • Other duties as assigned
