Work independently under the general guidance and direction of the Assistant City Manager/Human Resources Manager to perform a variety of responsible and confidential functions for the Human Resources Division. The focus of this position is in recruitment and retention activities, but will be cross-trained in benefits and compensation and other HR duties. Essential Duties and Responsibilities
PRIMARY DUTIES AND RESPONSIBILITIES:

Primary duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is similar, related or a logical assignment to the position.
  • Performs confidential administrative and technical duties for the Human Resources Division including, but not limited to: drafting general correspondence, copying, scanning, filing, and faxing and data entry.
  • Coordinates the City's recruitment, selection, and employee onboarding activities.
  • Maintains current knowledge of recruitment, hiring, and compensation trends.
  • Posts prepared job postings with all necessary advertising sources.
  • Schedules required pre-employment physicals and coordinates associated checks, such as driver's license checks, reference checks, etc. when applicable for positions.
  • Conducts new employee benefit orientations and submits appropriate documentation to payroll for processing.
  • Coordinates biannual new employee tour.
  • Oversees the organization, maintenance and retention of personnel files.
  • Coordinates the employee anniversary recognition program
  • Prepares and updates position descriptions and grading as requested or as needed.
  • Prepares and submits injury report forms and administers City's Workers Compensation program.
  • Processes unemployment claims.
  • Coordinates annual performance appraisal process.
  • Maintains records of required employee training and handles training notices.
  • Serves as the City's Neogov administrator and provides technical support to Neogov users.
  • Manages the City's proximity card system and provides users appropriate access to facilitates
  • Conducts and maintains data related to new employee surveys and outgoing employee interviews.
  • Assists with the development of human resource solutions by collecting, analyzing data and recommending courses of action.
  • Maintains positive professional working relationships with all staff levels, other jurisdictions and outside agencies, and the general public.
  • Performs essential position duties and responsibilities under the working conductions and physical demands described herein.
  • Attendance during regularly scheduled work hours and outside regular hours as necessary.
  • Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.
ADDITIONAL DUTIES AND RESPONSIBILITIES:
  • Assists with benefit administration activities, including open enrollment and biometric screening processes.
  • Assists with benefits continuation program for termination or retiring employees.
  • Assists with random drug screens.
  • Assists with the preparation of OSHA, Pay Equity, ACA, and EEOC reporting.
  • Assists with preparing responses to public data inquiries in consultation with the data authority.
  • Responds to inquiries regarding personnel policies and procedures.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the area of human resources management.
  • Assists with employee FMLA leave requests and coordinating paperwork.
  • Communicates policies and practices formally through trainings and informally to employees and supervisors.
  • Assists with updates to Personnel Handbook and Administrative Orders as needed.
  • Assists with HR research and surveying as needed.
  • Completes Equal Employment Opportunity Commission tracking reports.
  • Assists with all HR support staff responsibilities, including, but not limited to: drafting general correspondence, copying, filing, faxing, data entry, and answering multi-phone lines.
  • Provides overflow services to City Manager's support team.
  • Performs other related functions as apparent or delegated.

Qualifications and Other Information
MINIMUM QUALIFICATIONS:

A combination of training and experience substantially equivalent to the following:
  • Bachelor's degree in Human Resources, Public Administration, Business Administration or related field.
  • Three (3) years of experience working in a Human Resource department in a generalist role.
  • Two (2) year of full-cycle recruiting experience (sourcing, selection, interviewing, and onboarding).
  • Two years of experience using Applicant Tracking Systems ATS/recruiting software.
PREFFERED QUALIFICATIONS:
  • Local government human resources related experience.
  • Proficiency with NEOGOV recruiting software.
  • Experience working with labor unions.
PHYSICAL DEMANDS:

This position will be located at the City Center. It will use common office supplies and equipment, and the noise level is typically quiet. Exposure to computer monitors in the office is typical. This position works closely with others.
