Description

Position Title:     Human Resources Generalist
Reports To:         Human Resources Manager

Position Summary: The HR Generalist supports the full range of human resources functions while serving as a key resource for recruiting and talent acquisition. This position partners closely with leaders and employees across the organization to support staffing needs, employee relations, performance management, onboarding, HR programs, and day-to-day HR operations.
The HR Generalist will have significant responsibility for full-cycle recruitment across exempt, non-exempt, union, skilled trades, and professional positions. This includes developing recruiting strategies, sourcing and screening candidates, coordinating interviews, managing offers and pre-employment requirements, and building strong candidate pipelines for current and anticipated workforce needs.
The ideal candidate is comfortable working in a fast-paced, hands-on environment and can effectively interact with employees and leaders across both production and professional functions. This position requires sound judgment, strong communication skills, discretion, organization, and the ability to manage multiple priorities while maintaining a positive and approachable presence.

Essential Duties & Responsibilities:

Talent Acquisition & Recruiting
  • Manage full-cycle recruitment for exempt, non-exempt, union, skilled trades, professional, and management positions.
  • Partner with hiring managers on staffing needs, position requirements, workforce planning, and recruiting strategies.
  • Source, screen, interview, and present qualified candidates through LinkedIn, job boards, referrals, recruiting events, military transition programs, and other channels.
  • Manage candidate communication, interviews, offers, negotiations, and pre-employment requirements.
  • Build and maintain talent pipelines for current, recurring, and hard-to-fill positions.
  • Maintain accurate recruiting activity and candidate information within the ATS/HRIS.
  • Coordinate with recruiting agencies and other external talent sources as needed.
  • Represent PSI at career fairs, recruiting events, schools, military transition events, and community/industry events.
  • Monitor recruiting activity, staffing needs, and key recruiting metrics.

Employee Relations & HR Generalist
  • Serve as a resource to employees and managers regarding HR policies, workplace concerns, performance, attendance, conduct, and other employee matters.
  • Support employee relations matters, investigations, performance management, coaching, corrective action, and employment decisions.
  • Partner with leadership on employee engagement, retention, development, and workplace initiatives.
  • Maintain confidentiality and exercise sound judgment when handling sensitive employee matters.

Onboarding & Employee Lifecycle
  • Coordinate new hire onboarding, orientation, employment documentation, and pre-employment requirements.
  • Support employee transfers, promotions, job changes, leaves, and separations.
  • Partner with managers to support successful onboarding and employee integration.

HR Administration & Compliance
  • Maintain accurate employee records and HRIS information.
  • Support unemployment claims, employment verifications, leave administration, FMLA, TDI, workers' compensation, and other HR processes.
  • Support compliance with applicable employment laws, regulations, and company policies.
  • Prepare HR reports, correspondence, documentation, and other administrative materials.
  • Review and process HR-related invoices and vendor documentation as assigned.

HR Programs & Other Responsibilities
  • Support employee engagement, recognition, wellness, training, retention, and company events.
  • Assist with HR projects and process improvement initiatives.
  • Provide HR support across both production and professional departments and maintain a visible, approachable HR presence.
  • Perform other duties as assigned.

Education/Training:
 
  • Minimum of 3 years of experience as an HR Generalist preferred
  • Previous recruiting experience
  • High School diploma or equivalent required
  • Bachelor Degree in Human Resources, Business, or related field preferred
  • Experience and knowledge of the construction and marine industry preferred
Qualification/Requirements:
  • Must show proof of your legal right to work in the United States
  • This position requires US Citizenship due to security clearance required for base access
  • Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC)
  • Must be able to successfully obtain a Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites
  • All candidates must submit to and pass a post-offer drug screening and a background check before employment begins. Failure to complete any of these steps will result in disqualification
  • Valid State of Hawaii REAL ID-Compliant Drivers’ License in good standing or a valid U.S. Passport in addition to a valid Hawaii Driver’s License, if you do not have a REAL ID-Compliant Driver’s License, class 3 or higher
  • Candidates must have access to reliable transportation to get to work and other job sites on time for the start of shift
