Fire Maintenance Supervisor

An Overview

The Fire Maintenance Supervisor plans and supervises the maintenance and repair of all vehicles assigned to the Alexandria Fire Department. The work requires planning, scheduling, and supervising maintenance and repair tasks to ensure that all vehicles remain in proper operating condition. The Fire Maintenance Supervisor assists with preparing and managing the budget for the Fire Maintenance Shop. The position supervises a small group of skilled Automotive Mechanics whose work is planned and frequently inspected. The position receives general supervision from the Logistics Battalion Chief.

Illustrative Examples of Work

• Serves as the program manager for the allocated Fire Maintenance Shop budget; monitors the budget throughout its fiscal year.
• Directly supervises mechanic staff in the repair and servicing of department vehicles including the scheduling of work, monitoring for quality and productivity, maintaining a positive and productive work environment.
• Establishes contracts/service agreements with outside vendors (ex. body repairs, transmission repair, tire replacement, etc.) Evaluates and authorizes contracted repairs and verifies the accuracy and legitimacy of overall charges.
• Monitors warranties and recalls, ensuring that covered work is performed by the manufacturer.
• Supervises a preventative maintenance program and coordinates scheduling with various divisions within the fire department.
• Maintains a comprehensive record system of vehicle and equipment repairs.
• Prepares a variety of reports and statistical data as requested.
• Oversees management of the departments three fueling sites, including ordering fuel, scheduling required tank testing, and submitting annual compliance reports in accordance with all applicable local, state, and federal regulations.
• Prepares and submits monthly accounting data pertaining to purchase card usage in a timely manner.
• Reviews and submits invoices for goods and services in a timely manner.
• Monitors and forecasts purchase orders.
• Maintains appropriate inventory levels to minimize downtime of vehicles, maintains an accurate accounting of the shop's inventory.
• Prepares product specifications and orders specialty parts according to approved processes.
• Assists the Apparatus Committees in the acquisition of vehicles and vehicle accessories.
• Participates in the development of invitations and reviewing of bids for automotive and related equipment and makes recommendations.
• Prepares, submits and coordinates surplus property for sale or disposal with the Purchasing Division.
• Coordinates and implements annual testing for fire pumps, aerial ladders, ground ladders, fire extinguishers, and associated equipment.
• Utilizes the AFD's EZFleet account (DMV's online fleet management program).
• Participates in On-Call Mechanic rotation to include weekends and holidays year-round.
• Performs related work as required.

Essential Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of automotive maintenance and repair; thorough knowledge of the operation, maintenance, and repair of automotive fire equipment; thorough knowledge of National Fire Protection Association (NFPA) standards concerning fire apparatus/equipment, maintenance, and service testing; ability to perform strenuous physical work in a shop environment; ability to plan a program of continuous vehicle and equipment maintenance; ability to anticipate parts and supply usage and assure supply level is maintained; ability to fabricate and/or repair parts that are no longer available; ability to plan and supervise the work of others; ability to maintain accurate and complete records and prepare reports; ability to establish and maintain effective working relationships with co-workers, the public, and other City officials.

Minimum & Additional Requirements

Minimum: High School Diploma or GED, supplemented by automotive equipment repair courses; three-five years supervisory/maintenance management experience in the care, maintenance, diagnosis and repair of automotive equipment; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

• Must have knowledge of NFPA Standards for fire apparatus and ambulances.
• Must complete Emergency Vehicle Operator Courses (I-IV) within first year of employment.
• Proficiency in the diagnosis, repair and preventive maintenance of automotive electrical systems, brake systems, engines, and HVAC systems.
• Employees must maintain all existing and required certifications and licenses:
• Must possess a valid drivers license issued by state of residence with the ability to operate vehicles for road testing.
• Possession of, or the ability to obtain, (A) Certification by the Virginia Department of Air Pollution Control for licensing as (1) emissions inspector, and (2) emissions mechanic; and (B) certification by the Virginia Department of State Police for licensing as a vehicle safety inspector.

Preferred Qualifications

• Two-Year College Degree in automotive studies;
• Five years of supervisory/maintenance management experience in the repair and maintenance of emergency response vehicles covering chassis, engine, drivelines, brakes, suspension, fuel, HVAC, pump/tank, and aerial systems
• Prior experience in a municipal, military, or fire department maintenance environment
• Thorough knowledge of NFPA Standards for fire apparatus and ambulances.
• Experience with fleet management, service writing, or work order documentation
• Management and team building experience
• Certifications in both ASE (Medium/Heavy Truck) and EVT (F Series and E Series).
• Ability to become Master ASE Medium/Heavy Truck Certified and EVT Level III Certified.
• Fire apparatus training from major apparatus manufacturers (Ex. Pierce Mfg., E-ONE, HME, Ferrara, Seagrave, etc.).
• Experience with power-take-off (PTO) systems, foam systems, generators, and auxiliary hydraulic components.
