Description of Job

The Colorado Governors Office of Information Technology is in the middle of a transformation worth joining. Were building cross-functional pod teams that partner directly with agencies to design, deliver, and continuously improve services that work for Coloradans. Good government depends on technology that works. And OIT exists to make that true for every Coloradan. The State of Colorado is seeking a Director, Technology to help build the next generation of public services. Were looking for people who want to do the best work of their careers in service of the public.

The Director, Technology is the Leader in OIT's agency service model. You will determine the appropriate approach in working with OIT and Agency executives in aligning and implementing OIT and agency business needs. This position operates proactively as a strategic partner, embedding in agency planning before problems surface, rather than reactively as a service provider. You will build credibility with agency leadership quickly and maintain it through demonstrated delivery. The role oversees technology used to support all aspects of any supported agencys technology needs and collaborates with agency leadership as a strategic partner to provide in-depth technical expertise in support of business decisions.

What youll do...

  • Communicate and translate between technology initiatives and mission requirements with senior agency stakeholders, including Executive Director, CFO, and program leads.

  • Facilitate discussions with agency stakeholders and operational staff to identify competing priorities and elicit clear decisions.

  • Develop and maintain a living technology roadmap that is focused on agency priorities, which can be shifted to meet changing needs.

  • Oversee advisory teams as a matrixed leader coordinating agency technology portfolios.

  • Monitor vendor contract performance in terms of agreed outcomes and escalate failure to deliver on standards.

  • Identify, assess, and communicate technology risk effectively to non-technical agency leaders.

  • Understand and align OIT services with customer expectations to achieve high satisfaction.

  • Develop outcome-based performance agreements with agency stakeholders that define success in terms of mission impact and constituent benefit, not system availability or ticket volume.

  • Drive compliance with enterprise architecture standards (EA), while maintaining focus on agency missions and program needs; flag exceptions and engage OIT's EA function.

  • Implement user centricity, agile, product ownership, modular procurement, and continuous delivery at conceptual and operational levels.

  • Work with cross-functional teams at agency and OIT to efficiently navigate State governance and procurement laws, considering factors such as SOO vs SOW, as well as T&M Structures.

  • Develop, drive, and hold staff accountable to team expectations tied to outcomes rather than activity metrics.

  • Conduct regular 1:1s and performance conversations that are developmental and coaching-oriented, which provide direct, honest feedback and accountability to team members. Build an environment where team members surface problems early rather than hiding them.

  • Provide proactive intervention to mitigate issues arising from workload, skill-gaps, etc., that are not dependent upon performance review cycles.

  • Conduct human resource management activities such as developing performance plans, and approving performance reviews; oversee disciplinary/corrective, and separation actions.

  • Coordinate with the OIT HR team to drive recruitment and selection processes that consider user-centered outcomes, and candidate experience.

What you bring...

  • Ability to speak credibly to an agencys Executive Director, CFO, and program leads, to translate between technology and mission. This includes the ability to identify, assess and communicate technology risks to non-technical audiences.

  • Ability to navigate complex political dynamics, while maintaining focus on outcomes.

  • Ability to influence agency program staff and political leadership through collaboration and complex relationship management.

  • Ability to develop and maintain a multi-year roadmap that aligns technology investment to mission priorities

  • Ability to manage budget and resources, and influence thinking in regards to technology investment.

  • Ability to set individual and team performance expectations tied to outcomes, conduct developmental performance conversations, and navigate performance issues constructively across a cross-functional team of specialists.

  • Ability to manage across disciplines - providing meaningful feedback and accountability to team members - without needing to be a practitioner in each craft.

  • Ability to quickly understand state agency planning, budget, and decision-making processes, including budget cycles, legislative constraints, and executive branch governance

  • Knowledge of enterprise architecture fundamentals sufficient to apply EA standards, flag exceptions, and engage meaningfully with OITs EA function

  • Ability to apply modern software delivery approaches, including user centricity, agile, product ownership, modular procurement, and continuous delivery at a conceptual and operational level

  • Knowledge of State IT governance, procurement law, and vendor contracting in a government context.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

  • A minimum of eight (8) years of experience as a lead in the delivery of technology solutions, to include three (3) years experience managing cross-functional teams using iterative, user-centered methods.

  • A track record of working across disciplines - design, engineering, policy, or operations - to ship things that work for real people.

  • Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

  • Additional, appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

Preferred Qualifications:

  • Relevant certifications such as Certified Scrum Product Owner (CSPO), Pragmatic Institute Product Management, or Professional Product Manager (PPM).

  • Experience working within a digital service agency or a government-adjacent technology firm, successfully translating mission-driven policy goals into actionable product backlogs.

  • Experience in modern procurement practices is highly desirable, with the ability to structure vendor requirements in a way that remains outcome-oriented and agile rather than locking the state into rigid, fixed-scope contracts

  • Background in User-Centered Design (UCD).

Conditions of Employment:

OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
