Minimum Qualifications

Bachelors degree in Architecture, Engineering, Construction Engineering, or related field. Five years of experience in the design, construction, or management of construction projects are required. A license in any of the following may substitute for the required education: State of Florida Professional Engineer, State of Florida Registered Architect, Miami-Dade County or State of Florida General Contractors, Miami-Dade County or State of Florida General Building Contractor, Miami-Dade County or State of Florida General Engineering Contractors, or Miami-Dade County or State of Florida Certificate of Eligibility in General Building or General Engineering.

Preferences

  • Proficiency in construction scheduling (critical path methodology, schedule baselines, recovery scheduling, delay analysis) and cost estimating (conceptual, milestone, unit pricing, change order pricing, value engineering is desired.
  • Proficiency with Primavera P6 or equivalent scheduling software is preferred.
  • Proficiency with construction estimating software such as RS Means, Bluebeam Revu, or equivalent is desired.
  • Proficiency with project management and reporting systems, including e-Builder, Procore, Monday.com, and SharePoint, is preferred.

Recruitment Notes

The Construction Manager 2 serves as the primary County representative for assigned complex building construction projects from planning through warranty. The role requires substantial expertise in construction scheduling and cost estimating to deliver projects on schedule and within budget. Responsibilities include:

  • Defining project scope, schedule, and budget at initiation, and procuring and managing Architecture, Engineering, and construction services through Professional Service Agreements and construction contracts
  • Developing, maintaining, and updating project schedules and cost estimates throughout the lifecycle, including conceptual and milestone estimates, critical path analysis, schedule baselines, change order pricing, and value engineering
  • Monitoring construction progress against schedule and budget baselines and working with consultants and contractors to implement corrective action and recovery plans
  • Reviewing contractor cost proposals, change order pricing, and unit pricing for reasonableness and conformance to the contract
  • Reviewing consultant plans and specifications at design milestones for conformance to budget, program, and design standards, and coordinating with the PMOs licensed technical bench for technical review
  • Conducting pre-bid conferences, evaluating bids, recommending contract awards, and conducting pre-construction meetings
  • Overseeing construction administration, including submittals, RFIs, change orders, field coordination, inspections, and permit administration
  • Reviewing and approving periodic requisitions and invoices from contractors, consultants, and testing laboratories
  • Conducting substantial completion inspections, managing warranty period administration, and preparing contractor and consultant performance reports
  • Coordinating with client departments, regulatory and permitting agencies, and project stakeholders
  • Preemptively identifying and escalating any project condition that may expose the County to legal, financial, contractual, or schedule risk, including matters requiring contractual amendments, significant financial modifications, schedule extensions, or any change to the original resolution or agreement with a vendor
  • Delivering the project to closeout, including final acceptance and project record turnover
  • Assist PMO team as needed with construction scheduling and estimating
