Regulatory Change Management Officer
Description
The Regulatory Change Management Officer works with departments across Division to coordinate Regulatory Change Management (RCM) matters and support the design, documentation, implementation, and ongoing execution of RCM processes.
As a member of the RCM team, the Regulatory Change Management Officer serves as a subject matter expert responsible for identifying, analyzing, and overseeing the timely implementation of new or changes to existing laws, rules, regulations, or material regulatory guidance. Responsibilities include applicability analysis, preliminary impact assessment, routing, action plan tracking, policy and procedure maintenance, drafting a weekly digest of laws, rules, and regulations, and supporting the preparation of key metrics to evaluate the health and governance of the RCM initiative.
The role also supports operational readiness for business-as-usual (BAU) execution, including governance, documentation, training, platform onboarding, go-live, and post-go-live stabilization of RCM processes and tools. This includes drafting and maintaining RCM policies, procedures, operating models, training materials, and supporting artifacts, as well as assisting with readiness assessments, change enablement, and the transition from project delivery to BAU operations.
The Regulatory Change Management Officer partners closely with Compliance, Legal, Risk, Operations, Technology, external vendors, and stakeholder subject matter experts across the bank to ensure RCM processes, platforms, and governance structures are clearly articulated, socialized, and operationalized. The role requires strong experience in regulatory change, compliance operations, and governance frameworks, with the ability to translate regulatory, program, and operating model requirements into practical, auditable, and executable documentation.
