Business Analyst C – Advanced

Location: Tallahassee, Florida (Hybrid – minimum 3 days onsite per week)
Contract Duration: May 18, 2026 – June 30, 2026 (with possible extension)
Employment Type: Contract

Position Overview

We are seeking an experienced Business Analyst C – Advanced to support a strategic Human Resources (HR) modernization initiative focused on workflow automation and process improvement.

This role will serve as the primary liaison between HR stakeholders and technical teams, supporting the development of a custom HR workflow automation platform built using ReactJS and .NET Clean Architecture. The selected candidate will lead requirements gathering, backlog management, quality assurance, user acceptance testing (UAT), and business process documentation efforts to ensure successful implementation and delivery of HR automation solutions.

The ideal candidate will have extensive experience in business analysis, workflow automation, Agile/SCRUM methodologies, and quality assurance—preferably within HR systems, government environments, or enterprise administrative applications.


Key Responsibilities

  • Coordinate project schedules, implementation plans, and release documentation for HR automation initiatives.
  • Facilitate requirements gathering sessions with HR subject-matter experts and stakeholders.
  • Translate business needs into detailed user stories, business requirements, and functional specifications.
  • Manage product and sprint backlogs using Azure DevOps.
  • Participate in Agile ceremonies including sprint planning, stand-ups, retrospectives, and backlog grooming.
  • Lead User Acceptance Testing (UAT) activities and oversee testing strategies, scenarios, and test plans.
  • Analyze current HR workflows and identify process improvements, gaps, redundancies, and automation opportunities.
  • Develop business process documentation including workflows, desk procedures, narratives, and process maps.
  • Collaborate with project managers, developers, architects, and enterprise support teams to ensure successful solution delivery.
  • Prepare executive summaries, reports, and implementation documentation for leadership and stakeholders.
  • Support quality assurance efforts to ensure solutions meet business and technical requirements.

Required Qualifications

Education

  • Bachelor’s degree in Computer Science, Information Systems, Finance, or a related field
    OR
  • Equivalent professional experience on a year-for-year basis in lieu of a degree.

Experience

  • Minimum of 6 years of professional experience in:
    • Business analysis
    • Requirements engineering
    • Quality assurance documentation
  • Experience working with:
    • Workflow automation systems
    • Human resources applications
    • Government or enterprise administrative systems
  • Demonstrated experience with Agile and SCRUM methodologies.

Required Skills & Competencies

  • Strong understanding of HR business processes and workflow automation.
  • Ability to create detailed functional documentation, user stories, and acceptance criteria.
  • Experience developing test plans, test cases, and QA documentation.
  • Knowledge of relational databases and system integrations.
  • Strong analytical and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Proficiency with Microsoft Office Suite, including:
    • Word
    • Excel
    • PowerPoint
    • Visio
    • Project
  • Ability to collaborate effectively with cross-functional teams and stakeholders.

Preferred Qualifications

  • Experience with Azure DevOps for backlog and sprint management.
  • Experience with government HR, payroll, or position management systems.
  • Knowledge of QA standards and review processes.
  • Experience in data validation and data analysis techniques.
  • Relevant certifications such as:
    • Certified Business Analysis Professional (CBAP)
    • ISTQB Certification
    • Other related BA or QA certifications

Work Environment

  • Hybrid work arrangement:
    • Minimum 3 days onsite per week
    • Up to 2 days remote (subject to change)
