Job Summary

This Attorney Advisor position is located in DC Health, Office of the General Counsel, (OGC). The incumbent serves as an Attorney Advisor and will be responsible for advising and representing various professional boards.

Duties and Responsibilities

Serves as a senior attorney in the assigned agency, division, and/or area handling the more complex and difficult matters, reviewing various legal documents and relevant case laws to determine whether execution or non‑execution of proposed actions is in the best interest of the District of Columbia government. Provides statements of reasons and draft language necessary to obviate objections. Examines and analyzes proposed orders, legislation, and other legal documents for legal sufficiency, performs required research, and provides oral or written opinions. Reviews records of hearings, including briefs, exceptions, rulings, tentative decisions, and reports of findings of fact and conclusions of law, and provides recommendations as appropriate.

Prepares memoranda on legal questions and proposals, drafts tentative documents of final decisions for consideration by administrative agencies, and consults frequently with officials to advise on the extent of their legal duties and powers. Prepares and/or reviews complaints, citations, and other documents related to pleadings as the basis for hearings or other actions, and serves as a prosecutor presenting evidence and handling administrative appeals. Confers with and incorporates concerns of District Government officials, members of administrative bodies, and officials outside the District Government regarding all actions.

Qualifications and Education

Individual must possess one (1) year of specialized experience equivalent to the Grade 13 level, or its non-District equivalent. Specialized experience is experience, which is in or directly related to the line of work of this position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position.

Must possess a Juris Doctor from a law school accredited by the American Bar Association (ABA) at the time of appointment.

Must have at least 4 years of post J.D. professional legal experience.

Licensure/Certification

Must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment.

An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.

Working Environment

The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.

Collect Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFGE Local BQA.

Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying protection sensitive positions are subject to the following checks and tests:

(a) Criminal background check;

(b) Traffic record check (as applicable);

(c) Consumer credit check (as applicable test; and

(d) Reasonable suspicion drug and alcohol test; and

(e) Post-accident or incident drug and alcohol test.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
