Description Benefits Airport Human Resources Business Partner Examples of Duties Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or programs operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.

Minimum Qualifications Bachelors Degree from an accredited four-year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of any equivalent combination of education, training and experience in program administration required. Must be able to lift and carry thirty (30) pounds. Valid State of Ohio Drivers License required.

Supplemental Information Additional Requirements: Must successfully complete a Transportation Security Administration (TSA) 10-year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment. Must be able to pass a pre-employment physical and drug test.

Preferred Qualifications SHRM-Senior Certified Professional (SHRM-SCP) or SHRM-Certified Professional (SHRM-CP) Certification Minimum of 5 years of Prior experience supporting labor relations, employee discipline, investigations, or hearings within a public-sector or highly regulated environment. A bachelor's degree in human resources or closely related field from an accredited four-year college or university. (Substitution: one year of pertinent experience may substitute for each year of college education lacking.) Minimum of 5 years full-time, paid experience in human resources. Strong critical thinking and analytics skills, with the ability to identify process inefficiencies and implement effective solutions. Excellent written and verbal communication skills. Experience supporting talent acquisition, workforce planning, or organizational development. Experience working in a unionized environment. Demonstrated experience leading teams and managing complex communication strategies. Strong leadership, project management, and interpersonal abilities. Proven ability to perform effectively under pressure and manage multiple priorities.

Duties & Responsibilities The Human Resources Business Partner serves as a strategic Partner and operational leader, overseeing labor relations, employee relations, and human resources functions to ensure alignment with organizational goals and compliance with City of Cleveland, Civil Service, EEO, and union contract requirements. The HR Business Partner collaborates closely with leadership and the Human Resources Committee on complex employee relations issues and acts as a trusted change agent, influencing organizational culture and driving continuous improvement.

Labor Relations & Policy Management Interprets and ensures compliance with City of Cleveland, Civil Service, and EEO standards, rules, regulations, and union contract language. Conduct investigations and respond to employee complaints and grievances. Consult with the Human Resources Committee on issues relating to employee relations or disciplinary actions of a more complex nature.

Recruitment & Retention Overseeing all aspects of the talent acquisition process will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization. Actively Recruits, interviews, hires, and onboards new employees following the City of Cleveland, Civil Service, and DPC's policies and procedures. Schedules interviews oversee preparation of interview questions and other hiring and selection materials.

Organizational Effectiveness Acts as a change agent that drives a culture shift, influencing change to the organizations way of working and thinking to grow the airport business and people. Oversee human resource functions to ensure alignment with business strategy. Shape business strategy through analysis, defining organizational capabilities and delivering HR practices to deliver strategy.
