The Department of Environmental Quality/Office of Management and Finance has a vacancy.

This is an Internal Promotion - Open only to current permanent employees of DEQ

The Louisiana Department of Environmental Quality's (LDEQ) mission is to provide service to the people of Louisiana through comprehensive environmental protection in order to promote and protect health, safety and welfare.

Join a high-impact financial team that supports budgeting, disaster billing, and expenditure control for all five LDEQ program offices. As an Accountant 4, you will serve as a technical expert in position control, personnel budgeting, and complex financial analysis-helping ensure accuracy, compliance, and accountability across a multimillion-dollar statewide agency.

Minimum Qualifications

Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Position Control & Personnel Budgeting - Serve as the department's technical expert for position control, salary budgeting, benefits expenditure tracking, and personnel data accuracy.

  • Emergency & Disaster Billing - Compile, analyze, and manage incident and disaster billing data; coordinate with internal programs, federal/state agencies, and industry partners to ensure complete and accurate expenditure capture.

  • Budget Development - Assist Accountant Managers and senior staff in preparing and analyzing budgets for five program offices, including federal, self-generated, statutory dedicated, and ancillary appropriations.

  • Financial Reporting - Prepare and submit quarterly and semi-annual exposure reports to Risk Management and maintain required records to support departmental insurance coverage.

  • Asset Master Data - Create and maintain the department's asset master data and perform additional financial duties as assigned to support the Accounts Payable & Budget Unit.

Compensation: This position offers a Special Entrance Rate (SER) listed below. This is the minimum compensation that may be offered. The job title and salary offered will be determined based on qualifications and experience.
