SKILL OR ABILITY TO: Compile and analyze technical data; direct and evaluate comprehensive planning and research studies; understand and interpret applicable laws, rules, and regulations; understand and apply appropriate computer-based analytical techniques to complex air pollution control problems; proficiently use PC software applications common to the field and to the general business environment of South Coast AQMD; read, understand, and follow verbal and written directions; communicate clearly and concisely, both orally and in writing; prepare and present concise, logical reports of a technical nature; establish and maintain effective relationships with all those contacted in the course of work; plan, organize, assign, review, and evaluate the work of assigned staff; and make effective public presentations. KNOWLEDGE OF: A specific discipline such as chemistry, economics, environmental planning or related field, with emphasis on its relationship to air quality planning and rule development; the principles, methods, and procedures of environmental review, planning and rule development; the provisions of the Clean Air Act; federal and State regulations regarding air quality and air pollution control; research methods and techniques; air quality modeling; emissions calculations; research methods and techniques; statistical and computer software applications common to the field and to the general business environment of South Coast AQMD; computer programming; and principles and practices of supervision.
