To participate in the coordination, direction, and supervision of the Department of Public Works including streets, drainage, traffic, sanitation, engineering, landfill, and other divisions as assigned; to participate and manage in the coordination of public works activities with other City divisions and departments; and to provide highly complex staff and engineering assistance to the Director of Public Works. SUPERVISION RECEIVED AND EXERCISED 
Receives direction from the Director of Public Works. 
Exercises direct and indirect supervision over superintendents, division supervisors, service maintenance and clerical staff. EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES 
Essential and other important duties and responsibilities may include, but are not limited to, the following: Essential Duties and Responsibilities: 
Participate and supervise coordinating goals and objectives as well as administering policies and procedures necessary to provide the Public Works Public Works Department services; participate in developing new and modified systems, policies, and procedures. 
Participate and supervise the preparation, development and evaluation of highly technical studies, reports and analyses related to public works maintenance and construction services and activities; develop and implement technical systems; analyze and evaluate study results. 
Participate in developing and administering the departmental budget; assist in the forecast of funds needed for staffing equipment, material and supplies; monitor and make recommendations to the Director of Public Works on the approval of expenditures. 
Coordinate and supervise the Streets Superintendent implementation of the directives of the Director of Public Works, in the program of street maintenance and repair work including such things as street resurfacing, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement and maintenance. 
Coordinate and supervise the Drainage Superintendent implementation of directives of the Director of Public Works in the program of drainage maintenance and repair work including such things as storm drain and culvert maintenance, and storm pump operations and maintenance. 
Coordinate and supervise the Solid Waste Superintendent implementation of the directives of the Director of Public Works, in the program of solid waste services including such things as garbage and trash collection and landfill operations and maintenance. 
Coordinate and supervise the Traffic Superintendent implementation of the directives of the Director of Public Works, in the program of the Traffic Division including but not limited to signage, signal installation, facilities, etc. 
Coordinate and supervise the Environmental Operations Manager and Landfill Superintendent implementation of the directives of the Director of Public Works, in the program of solid waste services landfill operations and maintenance. 
Meet with vendors and outside service providers to evaluate services and products. 
Monitor and supervise the investigation and response to citizen complaints and maintain normal working hours at City Hall. 
Coordinate the preparation of cost estimates and engineering reports for streets, drainage system maintenance and repair activities and sanitation services. 
Coordination and supervision of other divisions as assigned to the Department of Public Works. 
Perform related duties as assigned. Other Important Responsibilities and Duties: 
Oversee the maintenance of time, material and equipment use records; ensure proper requisition of supplies and materials. 
Make recommendations to the Director of Public Works regarding the purchase of equipment and assist in the development of specifications. 
Ensure the adherence to safe work practices by Public Works personnel. Work with the City’s Safety Officer and division superintendents to improve current safety programs and implement new programs. QUALIFICATIONS 
Modern and complex principles and practices of Public Works management.

Materials, methods, practices, and equipment used in Public Works  services activities. 
Types and level of maintenance and repair activities generally performed in streets, drainage system maintenance program, building maintenance and sanitation services, municipal traffic operations.

Principles of organization, administration, and budget management. Ability to: 
Plan, organize, and implement a comprehensive program of maintenance and repair work for public works facilities. 
Conduct studies, prepare comprehensive reports and determine cost-effective ways for providing public works services. 
Communicate effectively, both orally and in writing. 
Select, supervise, train, and evaluate supervisory service maintenance and clerical staff. 
 Interpret applicable laws, rules, and regulations.

Three (3) years of increasingly responsible public works administration experience. 
            Training: 
Equivalent to a Bachelor of Science degree from an accredited college or university with major course work in engineering, technology and public administration or a related field. License or Certificate: 
Possession of, or ability to obtain, an appropriate Texas driver’s license.

SUMMARY + Position Type: Full-time, non-exempt, hourly supervisor role. + Scope of Role: + Supervises a single program or unit within a program, typically supporting 4-8 individuals in residential settings or 10-15 individuals in periodic, vocational or day programs. Appointments: When applicable, schedules or assists in scheduling health care appointments; may accompany individuals to appointments; may assist with communication; documents visits; oversees follow through of orders; communicates results as appropriate with families, guardians, case managers, day programs or others. 3. Stakeholder Relations: 1. Communications: Maintains productive and professional relations with individuals, families, case managers and other stakeholders. 2. Customer Service: Implements Sevita Customer Service Standards; trains DSPs in delivery. Personnel: 1. Recruitment and Hiring: As needed, assists with recruitment; interviews and hires direct support professionals in consultation with the Area Director and Talent Acquisitions teams. 2. Employee Scheduling: Populates and maintains schedule to assure that all shifts are covered, and overtime is minimized. 3. Training: Assists with onboarding and delivers orientation and ongoing training concerning the individuals served, program plans, policies, procedures and physical environment; Verifies training records are accessible in the home and are completed by all staff on the schedule. 4. Evaluation: Prepares and conducts annual evaluations for Direct Support Professionals, in consultation with the Program Director. 5. Discipline and Termination: Coaches employees as needed, correcting or directing employee behavior where required; may remove employees in the event of emergency; may recommend and participate in decisions regarding termination; consults with the Program Director on all matters of discipline. 6. Employee Safety: Responsible for employee safety and workers’ compensation within the program; implements and monitors compliance with safety standards. 7. Management: May assist with or lead monthly program meetings for direct support professionals; documents monthly meeting agenda and attendance. Financial Management: 1. Purchasing: When applicable, purchases food and household supplies; purchases office supplies and minor equipment; reviews and attests company credit card statements and monthly invoices; directs employees as necessary; monitors and attests to cost effective, accurate and applicable spending. 2. Individuals’ Served Funds Management: Secures and safeguards individuals' served funds locally; uses forms for money/debit card transfers; updates financial ledgers weekly and maintains itemized receipts for purchases on behalf of individuals served 3. Billing and Utilization: Reviews census, attendance information or other required documentation to assure accurate billing; monitors utilization between authorization and provision of services and supports. 4. Staffing: Monitors staffing hours for budgetary compliance. Census Management: 1. Census Capture: Captures daily census within systems; understands importance of accurate and timely service capture along with required documentation. 2. Census Performance: Develops basic understanding of census, including how census is measured and census performance for locations; Escalates potential service disruptions 3. Placements: Supports location preparations required for expected placements (e.g., room & furniture set-up, safety requirements, etc.). Maintenance: 1. Vehicles: When applicable, test drives vehicle monthly; inspects vehicle lifts and seatbelts monthly; reports safety concerns immediately to supervisor or maintenance personnel; assures vehicle is washed and cleaned; trains staff in safe vehicle operation and safely transporting individuals; ensures routine maintenance is performed. 2. Living Environment: When applicable, schedules and monitors daily and seasonal housekeeping; oversees lawn and yard care. Maintains neat, clean and safe environment for individuals served. 3. Maintenance and Repair: When applicable, makes or arranges for minor repairs; reports to and schedules repairs by maintenance personnel as required; monitors environmental safety; monitors water temperature, refrigerator and freezer temperature, and safety alarms and extinguishers on a monthly basis; replaces furnace filters monthly. 4. Equipment: Monitors wheelchairs, lifts and other safety equipment; sees that repairs are made promptly and correctly in the event of faulty equipment.
