Assist the City Engineer in preparing traffic, utility and other studies and reportsAssist with intersection signal and channelization designPerform various office tasks: correspondence, maps, presentation materials, field notes, printing, phone calls, and inquiries from contractors, developers, property owners, staff, and the publicServe as a project manager: review plans, draft contract documents, oversee contracts, review project plans, and provide design team feedback; perform hydraulic calculations and reportsAct as infrastructure inspector as neededAssist with CCTV inspection of storm water and sanitary sewer infrastructurePerform all other duties as assignedKnowledge, Abilities and SkillsComprehensive knowledge of civil engineering and construction surveying principles applicable to a municipal setting; deep knowledge of City, State, and Federal policies, laws, and regulationsAbility to prepare, organize, and maintain engineering field and office data, reports, and systems; effective oral and written communication with contractors, developers, property owners, employees, consultants, agencies, city officials, and the publicProficient use of AutoCAD/Civil 3D, Microsoft Excel, and hydraulic modeling software; strong cost estimating skills; basic skill in operating tools, equipment, land and construction surveyingMinimum QualificationsBachelor's degree in Civil Engineering from an ABET accredited program, or a closely related fieldPreferred: minimum of two years as an engineering project managerRequired: minimum of four years experience in civil engineering or closely related fieldRegistered as a Professional Engineer (PE) in Oklahoma or able to obtain within six monthsValid Oklahoma Class D driver's license or ability to obtain prior to employmentInsurable with the City's insurance carrierTools and EquipmentComputer with word processing, spreadsheet, database, CAD software, drafting tools, engineering calculator; motor vehicle, phone, mobile radio, surveying equipment. Essential FunctionsDraft contract documents for public bid projectsWrite project specifications and related technical documents for various projectsReview and process pay applications, change orders, material quantities, and other contract documentsProvide technical support to engineering technicians drafting construction plans for water, sewer, streets, and related infrastructureAssist the project inspection team and work with contractors to resolve project issuesOccasionally perform field testing on materials, pipelines, and related items with inspectorsGuide and outline field surveys needed for projectsReview legal descriptions for dedications, annexations, local improvement districts, easements, or condemnationsResearch records, maps, and other data to obtain engineering data such as utility locations, easements, and special property assessmentsCalculate dimensions, profile specifications, and material quantities (pipe, concrete, asphalt)Create cost estimates and material quantities for proposed projectsPerform design calculations for drainage, water distribution, sewer collection, and related engineering itemsPrepare permit applications for ODEQ, ODOT, railroads, and other agencies as neededAssist in preparing sanitary sewer, water, storm drainage, and street system maps, databases, and comprehensive plansAssist in evaluating transportation plans and traffic impacts of development proposals, permits, plats, etc.
