Responsibilities include, but are not limited to following federal procurement regulations to solicit bids, assisting with management of capital improvements projects through contract enforcement and with the assistance of additional department staff, planning and releasing solicitations for the procurement of construction services or professional consulting services for assigned projects, evaluation and awarding of bids, proposals and contracts, timely processing of pay requests, preparation and processing all documents necessary to implement assigned projects, creating physical files and conducting file reviews for quality control, implementation of agency policies and departmental procedures, investigation of compliance issues and monitoring assigned activities required to implement high-performing programs. Ability to assist in the development of project schedules, and helps verify market conditions to validate project pricing; assist in the preparation of all solicitation documents (bids, proposals, and services), contract award documents, change orders, contract modifications, pay requests and contract close-out documents in accordance with HUD guidelines and SLHA policies and procedures used in the development of new property and modernization or revitalization of existing property; assists and provides all necessary support to the Capital Projects Manager and Director of Real Estate Development throughout the bidding, construction, and close-out phases of each project.
