Required Education: Bachelor’s degree in public health, economics, statistics, social sciences, or a related field Preferred Education: Advanced degree (MPH, MPP, PhD, or similar) Minimum Qualifications: Several years of experience in program evaluation, research, or performance measurement Experience designing and implementing quantitative and qualitative research studies Proficiency with statistical analysis tools (e.g., R, SAS, Stata, or similar) Experience working with large datasets, data cleaning, and analysis Demonstrated experience developing metrics, dashboards, and performance reports Strong written and verbal communication skills, including experience presenting findings to diverse audiences Preferred Qualifications: Experience working with federal reporting requirements (e.g., CMS or similar agencies) Knowledge of rural health systems, healthcare delivery, or health policy Experience with data visualization tools (e.g., Power BI or similar platforms) Experience managing complex, multi-stakeholder projects Familiarity with program evaluation frameworks and mixed-methods research Knowledge, Skills, and Abilities: Strong knowledge of research design, statistical methods, and program evaluation techniques Ability to analyze and interpret complex data and translate findings into actionable insights Strong problem-solving skills and ability to work independently with limited direction Ability to collaborate effectively with internal teams, external partners, and stakeholders High level of attention to detail and commitment to data quality and integrity Strong background in program evaluation, research methods, and statistical analysis Experience with data analysis tools (e.g., R, SAS, Stata) and visualization platforms (e.g., Power BI) Ability to manage complex projects, synthesize data, and communicate findings clearly Skilled in both quantitative and qualitative analysis This role leads performance measurement and evaluation for Rural Health Transformation Program (RHTP) initiatives. The position is responsible for designing metrics, analyzing program performance, conducting research and pilot evaluations, and translating findings into actionable insights to inform policy and improve rural health outcomes.
