Job Summary:
The Weatherization Operations Manager ensures that all aspects of weatherization work done by an in-house team of highly-skilled carpenters is adequately resourced and meets Agency and Funding Grantee expectations/requirements around safety, quality, policy, cost, documentation, and work specifications. Under the supervision of the Assistant Director of Operations, the Weatherization Operations Manager leads & manages weatherization crew members - ensuring they have all necessary tools, materials, and training to complete projects efficiently, perform and record work accurately, and follow all applicable requirements and policies. This position requires an understanding of WAP (Weatherization Assistance Program) production goals and the ability to coordinate the weatherization crews to meet these goals, following all applicable policies and regulations.

Scope of Supervision: Journeyman and Apprentices

Essential Functions:

Duties and Responsibilities: 

Strategic and Resource Planning:

  • Represent and advocate for Carpenters as a member of the Department Leadership Team.
  • Actively participate in/contribute to Department strategic planning and goal-setting.
  • Participate in long-term Department resource planning, equipment planning, and annual budget planning.
  • Develop plans and strategies to achieve production goals, reduce overhead hours, improve safety, and reduce reworks reporting progress to Quality Assurance Manager and Assistant Director of Operations.

Project Management and Reporting:

  • Review project details and job books prior to releasing work to the crews and once crew work has been completed to ensure that all required paperwork and process steps have been completed.
  • Obtain any necessary building permits as required by local codes/laws.
  • Coordinate crew tasks according to priorities and plans, ensuring jobs are completed efficiently and in a timely manner. 
  • Visit jobs/projects frequently to monitor progress and provide crews with any guidance, support, or additional materials/resources required to keep projects moving efficiently toward completion.
  • Ensure labor and resources are adequate for individual jobs/projects as well as overall, long-term production plans and expectations.
  • Work closely with Costing Specialists to ensure all time and materials expended on a job/project are recorded accurately and reconciled against crew inventory, crew timesheets, and job/project estimates.
  • Work with CAPRW Finance to ensure expenses flow accurately and correctly into Finance software, aligned with appropriate Grants and Activity types.
  • Ensure truck inventory and transfer sheets are completed accurately and provided to the Costing team on a daily basis.
  • Receive inventory and special order materials at the warehouse dock, verifying that materials received match what was ordered. Communicate accurate receiving documentation and verification to the Costing/Admin team in a timely manner.
  • Coordinate with the Costing/Fiscal Team to conduct monthly inventory of materials and resolve discrepancies.
  • Monitor and accurately report all crew purchases using company credit cards; submit receipts and accompanying job details/information to the Admin Team promptly.

Carpenter Crew Leadership & Management:

  • Supervise crew members.
  • Ensure that crew members have adequate training to perform weatherization measures, including but not limited to BPI credentials and State/DOC Crew badges
  • Supervise the use of vehicles, machinery and equipment, to ensure safe workplace practices. 
  • Responsible for ensuring that all safety precautions and quality standards are met.
  • Assign carpentry crews to specific projects based on availability and experience, as well as project characteristics, scope, and complexity. 
  • Allocate general and daily crew responsibilities (Journeymen and Apprentices). 
  • Ensure the crews have all materials required to complete their jobs. Notify office/admin staff and/or management when crew supplies or warehouse materials are low and need to be ordered.
  • Establish, manage, and monitor weekly crew schedules and job duties; incorporate backup plans for each crew and team member at all times to account for unforeseen changes in projects or personnel.  
  • Work closely with the Scheduling Team to ensure crew calendars are fully utilized and planned/communicated in advance.
  • Monitor daily and weekly crew attendance. 
  • Ensure crew timesheets are accurate, and aligned with work performed and associated work order fund codes. Confirm that crew timesheets are recorded/entered into the time reporting system by the required deadlines each week.
  • Meet weekly with the carpentry team to monitor job status/progress, confirm schedules/assignments, align on goals/objectives, and resolve any project-specific issues.
  • Conduct bi-weekly or monthly 1:1 check-in meetings with individual crew members to communicate performance, address any issues, and support individual development plans; relay/escalate any pertinent information to management and/or field staff (Energy Auditors, etc.).
  • Facilitate direct communication between Auditors, Quality Control Inspectors (QCI), and crew members; relaying crew and QCI feedback, as applicable, to the appropriate individuals. 
  • Act as a middle party to address and resolve any areas of improvement needed, directing concerns related to an Apprentice to the Journeymen, and assisting Journeymen with monitoring on-site performance, as needed.
  • Resolving, or assisting in resolving, any problems that arise. 
  • Ensure all crew members have up-to-date BPI and other applicable/required training and badges; ensuring that crews achieve and renew credentials and certificates promptly. 
  • Create a routine agenda for training achievements and renewals, ensuring proper time is allocated for CEUs and conferences.
  • Ensure clean, safe, and organized on-site facilities including warehouse, loading dock, garage, and work areas.
  • Organize and maintain storage lockers/cabinets, keep aisles and walkways free of unnecessary clutter, dispose of defective or inoperable tools and equipment in a timely manner. Keep all tools and inventoried materials secure, clean, organized, and accounted-for.
  • Keep all tools and equipment clean and safe. 
  • Ensure all Agency-owned crew vehicles are safe, well-maintained, fully-functioning, and compliant with all current applicable regulations and requirements (e.g. licensing & registration, DOT inspections, etc.). Perform vehicle maintenance checks and set vehicle maintenance schedules. Ensure any vehicle maintenance or repair work is performed/addressed in a timely manner. Work with office/admin staff to schedule and coordinate vehicle maintenance. Reinforce an expectation that vehicles remain clean and organized.

Safety: Responsible for conducting all duties in a safe manner. Ensuring the safety of the Journeymen and Apprentices as well as themselves, following all applicable OSHA and SWS guidelines. This role is also responsible for ensuring that PPE, tools, and materials are used safely and correctly. 

Qualifications: 

Education and Experience:   

  • Minimum of three years’ experience in residential construction including retrofitting and/or remodeling/insulating existing homes. Five years of experience is preferred.
  • Experience in the Department of Energy Weatherization Assistance Program and/or utility sponsored weatherization programs strongly preferred. 
  • Experienced in the use of blower doors, infrared cameras, pressure diagnostic equipment, worst case draft tests and other electronic diagnostic equipment commonly used in weatherization and housing retrofitting programs strongly preferred. 
  • Experience with Google applications such as G-mail, Google Docs, etc.  
  • Must successfully pass a criminal background check. 
  • Ability and willingness to obtain BPI Crew Leader Certification within one year, upon request. 
  • Ability and willingness to take & pass MN Residential Contractor Examination, and serve as a Qualifying Person on CAPRW’s MN Contractor’s License

  • To ensure compliance with program requirements and the safety of staff and clients, the ability to communicate effectively in English, both verbally and in writing, is required.

Driver’s License: A valid driver's license and reliable transportation on a daily basis is required. No major violations and no more than two minor violations in the last five years. Clean driving records are preferred. 

Physical Requirements: Must be able to successfully pass a Department of Transportation (DOT) medical examination.  Must pass pre-placement physical testing (CRT).  Physical exertion required: climbing heights; must be able to lift up to 50 pounds. Must be able to crawl, climb, and otherwise move about in confined spaces, often in dusty and dirty work sites. 

Mental Requirements: This position requires an awareness of deadlines, the ability to handle and prioritize multiple tasks, and the ability to function independently.  Position requires strong math and organizational skills. Requires the ability to manage in a team environment. 

Environmental Requirements: Physical work environment includes dirt, dust, cold, heat, potentially hazardous materials and potential exposure to airborne fibers such as asbestos, fiberglass, cellulose and gasses such as natural gas, carbon monoxide, radon and others. Ability to work in substandard housing conditions including temperature variations, mold, mildew, vermiculite, strong odors, household pets and various pests.

7:00am-3:30pm  

Hybrid Capability: This position has 0% -20% (8 hours per week) hybrid capability with supervisor approval.
