    Description

    MANTECH seeks a motivated, career and customer-oriented Technical Program Manager to join our team in Arlington, VA.  This is a hybrid position with 3 days onsite and 2 days remote.

     

    Manage a high-priority portfolio focused on Modeling & Simulation (M&S), Studies and Analysis, and Technical Risk Mitigation across the Department of War (DoW).

     

    Responsibilities include but are not limited to:

    • Lead cross-functional teams of programmers, software developers, and intelligence analysts to translate complex threat environments into high-fidelity models, simulations, and tradecraft assessments
    • Oversee analytical studies, guide inputs/outputs for war-gaming and simulated target sets, evaluate technological solutions
    • Direct the execution of Modeling & Simulation programs, technological study portfolios, and capability trade analyses to inform operational plans and major defense acquisitions
    • Manage teams analyzing adversary tactics, techniques, and procedures (TTPs) to ensure simulation inputs, model assumptions, and outputs accurately reflect projected threat capabilities
    • Conduct cost/benefit, technology protection, and use-case analyses; author technical white papers; and evaluate software/hardware architectures for integration into operational workflows
    • Lead, mentor, and supervise programmers, systems integrators, and all-source analysts across project lifecycles, ensuring adherence to schedules and Service Level Agreements (SLAs)
    • Present analytical studies, simulation findings, and strategic recommendations to executive leadership, senior military officials, and interagency partners
    • Cultivate trusted, high-touch relationships with government program managers, military leadership, and key interagency stakeholders through transparent communication, executive briefings, and proactive issue resolution
    • Identify mission gaps and organic growth opportunities by bringing relevant advanced technical capabilities, emerging software/hardware architectures, and innovative analytical tools to the client in direct support of the warfighter

     

    Minimum Qualifications:

    • Bachelor’s degree in Business Management, Communications, Information Technology, or a related discipline with 10+ years of proven Intelligence Analyst experience (e.g., All-Source, Threat Assessment, Targeting, Cyber, or ISR) in support of Department of Defense (DoD) or Intelligence Community (IC) missions
    • 5+ years managing technical programs, systems integration projects, or analytical study portfolios
    • Background in analytical trade studies, technical capability evaluations, high-level documentation, or complex systems architecture  
    • Experience supervising cross-functional technical or analytical personnel across program lifecycles  
    • Expertise evaluating emerging technologies, technical infrastructure solutions, or operational system requirements 

     

    Preferred Qualifications:

    • Master’s degree (e.g., MBA, M.S., or M.A.)
    • Experience directly supporting SAF/SA, OUSD(I), NRO, NGA, Joint Staff, or Combatant Command studies divisions
    • Certifications in Agile project management
    • Exceptional written and oral communication skills with a track record of executive briefings, or capability papers

     

     Clearance Requirements:

    • Must have a current or active TS/SCI clearance.

    Physical Requirements:

    • The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
