    Overview

    The TB Clinic Program Manager is under the direction of Public Health Director, Public Health Managers work to prevent disease, disability, and premature death conduct disease surveillance; promote healthy lifestyles; and protect environmental and community health. This position is also responsible for program development and implementation, team leadership, budgeting, data analysis and reporting, and collaboration and advocacy with community partners and residents.

    Responsibilities

    • Oversees program operations and ensures compliance with state, local, and federal regulations
    • Interprets and applies departmental policies
    • Monitors demographic trends to adjust services
    • Maintains safety, confidentiality, and effective program delivery while ensuring outreach strategies meet community needs
    • Supervises staff, including hiring, corrective action, and performance oversight
    • Ensures employees meet job expectations, safety standards, and operational requirements
    • Provides guidance, training, and support to maintain effective workflow
    • Builds strong relationships and communicate clearly to sustain coordinated service delivery
    • Develops and manages the division budget and ensures responsibility resource use
    • Oversees purchasing, equipment, and supply coordination to support operations
    • Applies budget principles and administrative policies to guide decisions
    • Ensures financial practices align with departmental goals and regulatory requirements
    • Analyzes demographic and program date to guide decisions and outreach
    • Ensures compliance with reporting standards, safety protocols, and regulatory expectations
    • Supports continuous improvement through monitoring, documentation and operation assessment
    • Leads outreach and engages communities in both office and field settings
    • Builds partnerships with citizens, agencies, and stakeholders
    • Represents the division publicly and communicates program goals clearly
    • Advocates for public health priorities while strengthening relationships that support service access and community trust

    Position Type and Typical Hours of Work

    • Non-Exempt - Full-Time
    • Flexibility to work evenings, weekends, and holidays is a schedule requirement
    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

    Minimum Qualifications

    • Bachelors Degree (BA/BS)
    • Four (4) years of experience

    Certifications, Licenses or other requirements

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
    • Abide by all regulatory and governmental regulations

    Required within ninety (90) days

    • CPR and First Aid Certification

    Required within six (6) months

    • Incident Command Structure training (100,200,300,400,700,800)

    Preferred

    • Masters Degree in Public Health

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
