This position supports Human Resources Management Classified Services. Incumbent is responsible for the Pre-Employment Screening Program for the institution. The incumbent is supervised by the Talent Acquisition Manager. This position requires direct contact with the Chancellor, Deans, Department Heads, Directors, Business Managers and Faculty.

This position is responsible for managing the pre-employment process for LSU Health Sciences Center Shreveport, LSU Health Sciences Center-Ochsner-Monroe and Family Practice in Alexandria. This includes managing background and drug screening requests for new hires. Incumbent reports any issues to the Manager of Unclassified. Incumbent is the main contact for third party vendors related to conducting the pre-employment process. Incumbent ensures all federal and state laws are followed.

Work hours are routinely 8:00-4:30, and lunch and breaks are dictated by workflow. Regular attendance is required to perform the functions of this position. Incumbent will maintain a customer-oriented awareness in acknowledging and responding to needs as they occur that customer satisfaction is met at all times.

Essential Position Functions & Duties

50% Pre-Employment Screening program Independently administers all pre-employment screenings for LSU Health Sciences Shreveport potential employees, faculty members, medical students, allied health students, transients, graduate students, residents, and fellows. This includes pre-employment drug screening, the pre-employment background inquiry of the Federal Healthcare Eligibility program consistent with federal and state law and institutional policy.

Maintains up-to-date versions of all pre-employment forms. Maintain compliance statistics and submit, on an annual basis to the LSU Systems Office, the Employee Drug Testing Report.

Pre-employment screening involves actions related to every employee classification (Faculty, Unclassified, Classified, Students, Fellows, House Offices, Graduate Assistants and Transients. Tracks approximately 1,000 per-employment drug screens annually.

Demonstrates knowledge to ensure compliance with all University, LSU Systems, Civil Service and other internal directives. Incumbent is responsible for administering and maintaining the pre-employment background inquiry requirements as well as administering drug screens through third party vendor.

In this technical and time-critical task, the incumbent is responsible for entering and transmitting all applicant background inquiry information via the vendor's website.

Incumbent is responsible for maintaining invoices, administering requisitions, and ensuring that budgetary guidelines are met. Responsible for reviewing background inquiry dispositions for satisfactory results.

Consults with Executive Director of Human Resources Management regarding questionable background inquiries for Shreveport and satellite offices. Administers pre-adverse letter to applicant when background inquiry results contain disqualifying attributes; applicants has 7 calendar days from date of letter to appeal results.

Administers adverse letter to applicant when, based on background inquiry results, application for employment has been denied. Receive and verify both background and drug screen monthly statements. Obtain approval from Executive Director of Human Resources, then submit to accounting for payment of services.

Offer Letter Creation: Draft and issue offer letters for all types of employment, ensuring compliance with organizational policies and legal requirements.

ATS Support: Serve as a backup for the ATS, ensuring smooth operation and maintenance of the system.

Posting: Assist in creating and posting job advertisements on various platforms, including our ATS and external job boards.

Collaboration: Work closely with hiring managers to understand staffing needs and facilitate the recruitment process.

Talent Acquisition Participation: Participate in talent acquisition activities (as needed), including screening candidates, coordinating interviews, and conducting reference checks.

Perform additional HR-related tasks and responsibilities as assigned by the Talent Acquisition Manager or Executive Director of Human Resources.

Classification and Processing

25% Classification and Analysis Evaluates, analyzes requests for new positions, reallocations, appeals, job studies, job corrections. Prepares and submits requests to Civil Service for assessment.

Serves as liaison providing proactive counsel with department representatives and employees in regard to determining appropriate job titles for positions based upon departmental needs with knowledge of organizational development of the facility.

Process multiple personnel actions including reallocation. Position changes, manual merits, career progression upward and downward movement, special pay implementation (SERs, Premium Pay, Shift Differentials, Optional Pay) as well as demotions and promotions relating to SF-3 allocation decisions.

Process implementation orders issued by Civil Service for specific classification titles and or job corrections. These actions are processed through PeopleSoft Administer Workforce and Managed positions.

25% Classification and Processing Responsible for offering positions to new employees and requesting pre-employment drug screen appointments.

Responsible for processing all necessary paperwork to be forwarded to Employee Records for entering into the payroll system for check processing.

Responsible for knowledge of all State and Agency rules concerning employment. Performs other related duties and responsibilities as assigned.
