The role combines systems engineering (architecture oversight, requirements traceability, and integration) with hands-on sustainment and system administration of Linux and Windows servers in classified environments. Provide operational information assurance support: security patching, vulnerability scanning and remediation, continuous monitoring, DISA STIG compliance, and preparation of cybersecurity compliance artifacts.

Program: Application Arsenal (AA) Enterprise Engineering and Lifecycle Support, NIWC Pacific
Location: San Diego, CA. On-site work is required, and relocation assistance is available. About 75% of the work is on-site at NIWC Pacific Government facilities, including classified labs and SCIFs, and 25% is at the contractor site. CONUS and OCONUS travel is required, including shipboard (afloat) work. Candidates must live in, or be willing to relocate to, the San Diego area before the contract starts.
Clearance: Active TS/SCI, or TS/SCI-eligible with a completed Tier 5 investigation, at the time of proposal submission.
Key Personnel: This is a designated key personnel position. The candidate must commit to the role at contract start and for at least the first 90 days of performance.

About the Role
The Systems Engineer II keeps fielded Application Arsenal releases secure, available, and current. The role combines systems engineering (architecture oversight, requirements traceability, and integration) with hands-on sustainment and system administration of Linux and Windows servers in classified environments.

Responsibilities

• Operate, maintain, and sustain all fielded AA releases, including proactive monitoring, repairs, and routine updates.
• Perform system administration on Linux and Windows servers as a CSWF-qualified administrator with privileged access.
• Deploy, configure, and maintain virtualized environments, such as VMware vSphere and AWS.
• Provide operational information assurance support: security patching, vulnerability scanning and remediation, continuous monitoring, DISA STIG compliance, and preparation of cybersecurity compliance artifacts.
• Provide architectural oversight, requirements traceability, and system integration for sustained capabilities.
• Push software updates to live production environments with zero or near-zero downtime.
• Remediate technical debt, and support exercises and operational events.
• Provide help desk support (remote and on-site), user and administrator training, and license and version release tracking.

Required Qualifications

• Bachelor's degree in Engineering, Computer Science, or a closely related technical discipline.
• 3+ years of demonstrated experience in systems engineering and continuous software sustainment using modern Agile methodologies. This experience must include:
  • systems engineering activities, such as architectural oversight, requirements traceability, and system integration in a secure environment
  • continuous sustainment tasks, including operational support, proactive vulnerability management, and technical debt remediation
  • active use of Agile frameworks tailored to defense software environments, such as Scrum, Kanban, or SAFe
  • a proven record of pushing software updates to live production environments with zero or near-zero downtime and minimal operational disruption
• 2+ years of recent (within the last 5 years) operational experience in enterprise server administration for both Linux and Windows. This must include deploying, configuring, and maintaining scalable virtualized environments, such as VMware vSphere or AWS.
• Demonstrated proficiency in continuous monitoring and in implementing DISA STIG compliance to meet cybersecurity and IA mandates.
• Must meet the requirements for Intermediate Proficiency in the DoD 8140 "451 System Administrator" work role, as listed on the DoD 8140 Dashboard, at the time of proposal.
• Must remain eligible for privileged or administrative system access at all times.
• Active TS/SCI, or TS/SCI eligibility with a completed Tier 5 investigation.

Preferred Qualifications

• Experience supporting ACS, CHE, or other Navy PaaS environments.
• Experience with afloat system sustainment and shipboard installations.
• Experience delivering end-user and administrator training.
