Description

Job Title: Structural Planner
Location: Las Vegas, Nevada
Mano Lani LLC is looking for a Structural Planner to conduct on-site surveys and plan structural system work tasks at Nellis AFB. This role is responsible for identifying and defining the scope, materials, and man-hours for all in-house and contract structural work tasks, and estimating the full resource requirements (man-hours, equipment, materials, and funds) needed to execute them. Additionally, this role will develop detailed plans, specifications, and drawings; including measurements, material quantities, and complete work plans for shop labor and materials, across structural systems such as interior construction, roofs, foundations, and building enclosures.
The Structural Planner will service as the central planner and coordinator for structural work requests flowing through the Operations Flight shops. This includes receiving and evaluating repair, modification, conversion, and new construction requests; determining legality and feasibility; collaborating with shop foremen and craftsmen to evaluate approaches; and preparing detailed instruction sheets, work schedules, and critical-path network plans for large or multi-craft projects. You will research historical drawings and state-of-the-art literature, verify there is no duplication with planned work, and submit and track work requests through the review board to completion.
This role will act as a subject matter expert performing construction management and contract monitoring duties: preparing statement of work (SOW) and statement of objectives (SOO), attending pre-construction conferences, conducting site surveys, monitoring contractor compliance, evaluating bids, and reviewing change orders and as-built drawings. You will provide professional customer contact across the installation, coordinate with other engineering disciplines and architects, perform project buy-off to verify completeness and standards compliance, and ensure strict adherence to all applicable health, safety, and environmental rules.
Key Responsibilities
  • Receives, examines, and validates work requests for repair, modification, conversion, or new construction, then plans and schedules the work with shop foremen and craftsmen and tracks it through completion.
  • Manages administrative actions for ongoing projects tracking status, processing permits and Form 9s, coordinating with base activities and GIS, and supporting QA/QC of Prime Vendor work.
  • Serves as a construction management SME, preparing SOWs/SOOs, monitoring contractor compliance, evaluating bids, reviewing change orders and drawings, and coordinating with other engineering disciplines.
  • Serves as the customer interface: defining scope of work, preparing correspondence and briefings, and keeping customers and management informed of project status.
  • Performs project buy-off, verifying completeness and compliance with design requirements and Air Force standards, and recommends corrective actions for any discrepancies.
  • Ensures all work complies with federal, state, and local health, safety, and environmental codes and enhances workplace safety.
  • This position may require access to FOUO information and occasional access to restricted areas and/or material when providing support and will follow/adhere to OPSEC guidelines and pertaining directives.

Required Qualifications
  • Demonstrated experience developing work plans, cost/material/man-hour estimates, and specifications for in-house and contract work.
  • Working knowledge of structural systems including interior construction, roofs, foundations, and building enclosures.
  • Knowledge of construction trades (carpentry, masonry, sheet metal fabrication, welding, roofing, painting, signage) and construction management/contract monitoring practices.
  • Proficiency with computerized maintenance management systems (CMMS) and project tracking tools.
Preferred Qualifications
  • Bachelors degree in Civil/Structural Engineering, Construction Management, or Architecture from an accredited institution; OR an equivalent combination of technical training and directly related experience.
