Duties

Help

  • Serves as the principle operational authority, exercising independent judgement to design, implement, and sustain operational systems and frameworks that enable COP leadership to focus exclusively on strategic, policy, and stakeholder priorities.
  • Works directly with Shared Service liaisons and providers across human resources, finance, IT, facilities, procurement, and administrative support.
  • Attends Center/Office/Program (COP) Senior Leadership team meetings and All Hands meetings as a standing member and provides operational updates, raises concerns, and contributes to strategic discussions.
  • Analyzes current processes, identifies inefficiencies, and implements improvements.
  • Establishes operational policy, governance frameworks, and decision criteria for the Center/Office/Program (COP); issues guidance that is binding on operational staff and shapes how the COP interfaces with Office of Operations (OO) shared services.
  • Conducts expert-level data analysis to identify trends, systemic performance gaps and emerging operational risks, translating findings into actionable recommendations presented directly to COP and Office of Operations (OO) leadership.

In order to qualify for the Strategic Operations Officer position which falls under the 0301 occupational Series, you must meet the following requirements by 11:59 pm EST on 06/03/2026:

In order to qualify for the Strategic Operations Officer, AD-0301-E, you must demonstrate in your resume at least nine (9) years of qualifying experience: resolving complex, multifaceted operational issues the cut across organizational boundaries, applying mastery-level knowledge to develop authoritative solutions that become the standard of practice for the Center/Office/Program (COP) and may influence Office of Operations (OO)-wide policy and procedures. Establishing operational policy, governance frameworks, and decision criteria for the COP; issues guidance that is binding on operational staff and shapes how the COP interfaces with OO shared services.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employees position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employees supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employees official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
