Staff Services Officer IV works under the direction of the Fiscal Support and Oversight (FSO) Director and serves as the coordinator of administrative operations for the Section. Performs a variety of complex administrative activities planning, directing, and coordinating several staff services functions such as human resources, accounting, budgeting, purchasing, information technology, training, and property management. Represents the FSO in communicating with state and local authorities and in coordinating administrative matters with other areas of the Agency. Assists in the preparation of original correspondence, memoranda, and reports using word processing and spreadsheet software applications for managements approval. Work includes coordinating and assisting with the development of short- and long-term strategic plans, completing section assignments, updating and implementing policy and procedures, addressing personnel issues, coordinating and maximizing resources for efficient business operations, responding to internal and external inquiries, and participating in special projects. Identifies issues and risks and makes recommendations. Assignments are performed in accordance with DSHS and Office of Compliance and System Coordination Division policies and procedures.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Assists management with the preparation, tracking and distribution of monitoring reports, memoranda and other correspondence using word processing and spreadsheet software applications. Edits and proofs fiscal monitoring reports and correspondence assuring integrity, accuracy and timeliness. Assures all reports/responses are routed according to Section and Agency policy. Responds to and/or assigns action and due dates on program assignments, reports, inquiries, and other time-sensitive items to appropriate staff and coordinates review, consolidation, completion, and timely and accurate responses. Responsible for informing and coordinating record retention policies and procedures. Coordinates space needs, moves, IT support/Telecomm support where needed in coordination with Division processes. (25%)

Assists the Director with preparation of budget documents, projects annual spending and monitors expenditures for the Section. Recommend and implement budget adjustments. Enters and tracks requisitions. Coordinates and manages the submission of purchase requests. Responsible for purchasing supplies to meet staff needs. Receives and distributes purchased items. Assists in inventory control. Serves as liaison between FSO staff and budget staff to facilitate requests, expedite approval and prompt payment to vendors and other entities. (20%)

Represents and acts on behalf of management and serves as the main point of contact for the Section to provide direction and guidance on policy, planning, and operations. Assists the Director with resource planning, tracking, and problem resolution. Participates in the development of strategic plans. Develops schedules, priorities, standards, and evaluation criteria for achieving goals. Tracks reporting of open records requests. Represents the Section in meetings as appropriate. Coordinates internal and external meetings. May take and prepare notes and meeting minutes for distribution. (20%)

Assists Section staff with travel arrangements, assists management in implementation of DSHS travel policies, verifies sufficient funding and tracks travel expenditures. Reviews, approves, and assigns appropriate funding information to travel vouchers. Obtains certificates of commendation and service for staff. Coordinates the training needs of staff. Assists with onboarding and orienting new staff. Provides training on administrative functions as needed. Coordinates with the Division IT liaison on computer deployments and any relevant systems upgrades. Assists management in implementation of DSHS computer policies. (20%)

Responsible for assisting with the posting, interviewing and selection process. Coordinates posting and hiring positions within the FSO Section. Provides assistance and guidance to managers regarding hiring and HR issues. Serves as a contact person for human resource needs for the FSO. Reviews, interprets, disseminates, and applies personnel policies and procedures. (10%)

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Knowledge Skills Abilities:

Knowledge of office management, personnel administration, fiscal methods, training techniques, and purchasing methods.

Knowledge of DSHS and HHS policies and procedures for personnel, budget management and tracking, fiscal accounting, purchasing and contracting, travel, and grants management.

Skill in coordinating and overseeing a variety of administrative support functions.

Skill in preparing, processing and monitoring purchase requests.

Skill in using Microsoft Office (Word, Excel, Access, PowerPoint, Outlook)

Initial Screening Criteria:

  1. Graduation from an accredited four-year college or university with a degree or four (4) years of related experience can substitute for a college degree.

  2. Five years' full-time experience providing administrative, general office, or clerical support to a team of professionals including facilitating human resources tasks.

  3. Experience preferred using Microsoft Office at an advanced level, particularly Outlook, Word, PowerPoint, and Excel.

  4. At least three (3) years' experience in processing financial requisitions for purchasing.
